Singapore Tax System: A Guide to Personal and Corporate Income Tax

How the Singapore tax system works

The Singapore tax system is designed to be simple, transparent, and supportive of economic growth. Income tax applies only to income sourced in Singapore and to foreign-sourced income received in Singapore. Tax is administered by the Inland Revenue Authority of Singapore (IRAS), with the following key features:

  • Personal income tax applies on a progressive scale, with a top rate of 24%.
  • Corporate income tax applies at a flat rate of 17%.
  • Goods and Services Tax (GST), Singapore’s equivalent of VAT, has been levied at 9% since January 1, 2024.
  • Singapore generally does not tax capital gains, dividends received by individuals, or inheritances.
  • Large multinational groups must comply with Singapore’s BEPS 2.0 rules, with top-up taxes applying from 2025.

Singapore personal income tax: rates, reliefs, and who pays

Who is a tax resident?

An individual generally qualifies for tax residency if they stay in Singapore for at least 183 days in a calendar year, or if their employment spans two consecutive calendar years. Individuals who do not meet these conditions are treated as non-residents and taxed at a higher flat rate.

Example: a foreign technology professional seconded to Singapore for 6 months (180 days) would not qualify for tax residency and would be taxed at non-resident rates — a flat 15% or higher, depending on the type of income.

Reliefs and incentives

  • Personal reliefs for dependents: parents, children, and a spouse with no income.
  • Relief for contributions to the Central Provident Fund (CPF), Singapore’s mandatory retirement savings scheme.
  • Tax exemption for foreign-sourced income that has been taxed at source at a rate of 15% or more.
  • Personal income tax rebate for YA 2025: 60% of tax payable, capped at S$200.

Singapore corporate income tax

Tax rates and calculation method

All Singapore-resident companies pay corporate income tax at a flat 17% on chargeable income, after deductible expenses and applicable exemptions. A company may choose a financial year-end that suits its business cycle, and its tax is then assessed in the following Year of Assessment (YA).

Corporate tax incentives

  • Startup companies (first 3 Years of Assessment): 75% exemption on the first S$100,000 of chargeable income.
  • Partial tax exemption (all companies): 75% exemption on the first S$10,000 and 50% on the next S$190,000 of chargeable income.
  • Corporate income tax rebate for YA 2025: 50% of tax payable (capped at S$40,000), plus a cash grant for companies that employ at least 1 local employee.

Tax filing obligations

  • File Estimated Chargeable Income (ECI) within 3 months of the end of the financial year.
  • File the corporate income tax return electronically (Form C, C-S, or C-S (Lite)) by November 30.
  • Keep complete accounting records, contracts, and receipts, especially for related-party transactions, to comply with transfer pricing rules.

Other taxes (GST, property tax, customs duties)

GST (Goods and Services Tax)

  • Current rate: 9% from January 1, 2024 (up from 8%).
  • Applies to most goods and services consumed domestically.
  • Exports and certain international services are exempt or taxed at 0% (zero-rated).

Property tax and stamp duties

  • Buyer’s Stamp Duty (BSD): up to 6% on residential property.
  • Seller’s Stamp Duty (SSD): up to 12% if the property is sold within 1 year of purchase.
  • Property tax: based on the Annual Value (AV), the estimated annual rent of the property as determined by IRAS.

Withholding tax and other taxes

  • Payments to foreign individuals or entities (consulting fees, royalties, loan interest) may be subject to withholding tax at source (from 10% to 24%).
  • Customs and excise duties: apply mainly to liquor, tobacco, motor vehicles, and certain other specified goods.

Tax planning considerations

Individuals

  • Review your residence status to qualify for resident tax rates and reliefs.
  • Make full use of reliefs: claim all eligible personal reliefs and CPF contributions.
  • File on time: the filing deadlines are April 15 (online) and April 18 (paper).
  • Consider the double tax agreement (DTA) between Singapore and your home country, where one exists, to avoid being taxed twice on the same income.

Businesses

  • Make use of startup or SME tax exemptions to reduce your tax burden in the early years.
  • Plan your financial year-end (FYE) and forecast your ECI carefully to avoid penalties for inaccurate filing.
  • Keep costs under control and maintain complete accounting records, especially for related-party transactions and transfer pricing.
  • Monitor BEPS 2.0 developments if you are part of a large multinational group — Singapore’s top-up tax rules apply to financial years starting on or after January 1, 2025.

Singapore remains one of the most tax-friendly and transparent jurisdictions in Asia. With a 17% corporate income tax rate — among the most competitive globally — progressive personal income tax rates of up to 24%, and a range of incentives for both individuals and businesses, the city-state offers a highly attractive tax environment for cross-border business.

However, as the international landscape changes rapidly, businesses and professionals should monitor new tax policies, understand their rights under the law, and work closely with local tax advisors to manage their tax position efficiently and stay compliant.
