  • What was the Saskatchewan Entrepreneur Program?

    • The Entrepreneur Category of the Saskatchewan Immigrant Nominee Program (SINP) was designed for business owners and senior managers who wanted to invest in, start or buy a business in the province of Saskatchewan.
    • To qualify for Canadian permanent residence, investors had to run their Saskatchewan business themselves.
    • A spouse and children under 22 could be included in the application.
    • Former minimum investment: C$300,000 in Regina or Saskatoon, or C$200,000 elsewhere in Saskatchewan.
    • Please note: the Saskatchewan Entrepreneur Program is closed to new applications. The Government of Saskatchewan permanently closed its Entrepreneur and Farm categories effective March 27, 2025: no new applications or Expressions of Interest (EOIs) are accepted, and no further invitations to apply are issued. Key features of the program

  • No education requirement

    The program set no mandatory education requirement.

  • No English test at the time of application

    No English language certificate was required when submitting the initial application.

  • No deposit required

    The province did not require applicants to make a deposit to take part in the program.

  • No age limit

    There was no maximum age, although applicants aged 25–49 were favored.

  • No industry-specific experience required

    Investors did not need experience in the industry of the business they planned to run in Saskatchewan.

  • A clear job creation requirement

    For a business in Regina or Saskatoon, the investor had to create or maintain at least 2 jobs for Canadians.

Saskatchewan Entrepreneur Program requirements

  • Business owner or senior manager

    • At least 3 years of business management experience within the past 10 years.
    • Net business and personal assets (net worth) of at least C$500,000.
    • Satisfactory security background and medical checks.
  • Investment requirement

    • A minimum investment of C$300,000 for a business in Regina or Saskatoon.
    • A minimum investment of C$200,000 for a business outside Regina and Saskatoon.
    • A viable business plan delivering economic benefits to the province.
    • Active, day-to-day management of the business in Saskatchewan.
    • At least 2 jobs created or maintained for Canadians, for a business in Regina or Saskatoon.

SINP Entrepreneur Category application process

  1. Eligibility assessment and file preparation

    Assessment of the applicant's eligibility, net worth, management experience and fit with the program.

  2. Exploratory visit to Saskatchewan

    The investor made an exploratory visit to Saskatchewan to assess the business environment and prepare an investment plan.

  3. Submit an EOI

    The investor submitted an Expression of Interest (EOI) to the Government of Saskatchewan.

  4. Invitation to Submit an Application (ISA) and full application

    Once invited, the investor completed and submitted the formal application to the province.

  5. Provincial interview

    The investor attended an interview with the Government of Saskatchewan.

  6. Work permit application

    Once approved by the province, the investor applied to Immigration, Refugees and Citizenship Canada (IRCC), the federal immigration department, for a work permit.

  7. Moving to Canada to invest and run the business

    With a work permit in hand, the investor moved to Saskatchewan, made the investment and ran the business in person.

  8. Apply for permanent residence

    After meeting the business and residency conditions, the investor applied for Canadian permanent residence.
