Singapore Property Market Outlook: Trends and Forecasts to 2030
November 12, 2025 · Singapore · 12 min read
Singapore remains one of Asia’s most stable and transparent real estate markets. For international investors, a clear understanding of the legal framework, taxes, and the Singapore property market outlook is a prerequisite for investing effectively.

Singapore Property Market Outlook: Trends and Forecasts to 2030
Singapore property market overview: residential, condominiums, and commercial
Private homes and condominiums
According to Savills Singapore (October 2025), the private residential segment continues to see steady price growth, although transaction volumes have slowed somewhat due to limited new supply. The average price of high-end non-landed private homes reached approximately S$2,612 per square foot (psf) in Q1 2025, up 0.7% year on year. Unsold inventory also continued to decline, indicating that the market is not oversupplied.
Commercial real estate
International capital flowing into Singapore’s commercial property segment surged in Q2 2025, reaching US$2.3 billion, up 572% year on year. Leased office, shopping mall, and industrial assets in particular are seen as offering strong income potential, supported by rapid growth in the region’s digital economy and logistics sector.
Key trends at a glance
- Home prices are rising modestly as the market moves into a phase of sustainable growth
- New supply is tightly controlled, especially in the Core Central Region (CCR)
- Commercial investment stands out, drawing large inflows of foreign capital
Requirements for foreign investors
Ownership and restrictions
Foreigners may buy non-landed private homes but face restrictions on buying landed property and “good-class bungalows.” Since October 2023, the foreign share of residential transactions has risen again, exceeding 6% of total transactions in Q3 2025.
Taxes and regulations
Singapore applies several measures to curb speculation, most notably the Additional Buyer’s Stamp Duty (ABSD) — as high as 60% for foreigners, under the rate schedule updated in 2023 (unchanged as of October 2025).
Financing constraints
Loan-to-value (LTV) ratios for foreigners are lower than for local citizens, and the loan approval process is also more stringent.
Legal considerations for investors
Some countries do not permit dual citizenship, yet their laws do not clearly state whether a national who acquires another citizenship by naturalization through investment faces loss of citizenship at home. If you are considering residency or citizenship by investment in another country, review the nationality rules of your current country of citizenship first.
Singapore property taxes and stamp duties
Tax type
Description
BSD (Buyer’s Stamp Duty)
Standard duty payable by property buyers, charged at progressive rates based on the property’s value
ABSD (Additional Buyer’s Stamp Duty)
Additional duty payable by foreign buyers and by buyers acquiring a second or subsequent property; the top rate reaches 60%
SSD (Seller’s Stamp Duty)
Duty payable if the property is sold within 3 years of purchase
Tax on rental income
Rental income is subject to personal or corporate income tax
Legal and transfer fees
Legal (conveyancing) fees, administrative fees, and other contract-related costs
Investors should carefully calculate the total cost of ownership, not just the purchase price, to help ensure returns are not eroded by taxes and holding costs.
How to buy property in Singapore
- Financial preparation and loan approval: Determine your financial capacity, prepare loan documents (if needed), and clarify the ABSD payable.
- Property search and selection: Consider the region (Core Central Region [CCR], Rest of Central Region [RCR], or Outside Central Region [OCR]), the tenure (leasehold or freehold), and growth potential.
- Sign the Option to Purchase (OTP): This is the initial deposit agreement, allowing the buyer to reserve the property before signing the formal contract.
- Legal due diligence and tax payment: Verify title, pay BSD and ABSD (if applicable), and sign the formal Sale and Purchase Agreement (S&P).
- Title registration and transfer: Register ownership with the Singapore Land Authority (SLA) after full payment.
- Post-purchase property management: Includes leasing, maintenance, and paying income tax on rental income if applicable. A professional management company may be engaged.
Singapore property market trends and growth potential
Key trends through 2030
- Steady price growth without overheating: Some estimates project that private home prices will rise by an average of 3–4% per year.
- Limited supply and clear segmentation: Prices in the CCR remain high, while the OCR offers upside from infrastructure development.
- Lower interest rates open a new growth cycle: The benchmark three-month compounded Singapore Overnight Rate Average (SORA) fell to 1.40% in October 2025, its lowest level since 2022.
- Commercial investment continues to lead: Logistics, green offices, and data centers are now the main focus of investor interest.
Comparison with regional markets
Compared with Malaysia or Thailand, Singapore real estate carries higher investment costs and taxes, but offers greater transparency, lower legal risk, and higher liquidity. This is why institutional investors and wealthy individuals continue to favor Singapore.
Singapore property market forecast to 2030
Singapore is expected to remain a regional “safe haven” for real estate capital. In the right segments, such as commercial real estate or developing OCR locations, some projections point to total annual returns of around 5–8%, combining rental income and capital appreciation. Returns are not guaranteed.
