Singapore Corporate Tax Comparison: How Singapore Measures Up to Other Major Financial Centers

November 6, 2025 · Singapore · 14 min read

In a post-BEPS world of deep globalization, corporate tax policy is no longer an administrative technicality; it has become a strategic tool for national positioning. When multinational groups, investment funds, or technology startups decide where to base a company, operating costs are only part of the equation. Just as important are the transparency, efficiency, and global compatibility of the local tax system.

Against this backdrop, Singapore, one of Asia’s leading financial and trading centers, has established itself as an efficient corporate tax platform, thanks to its simple structure, flexible incentives, adaptability, and extensive network of international tax treaties. This Singapore corporate tax comparison looks at how it measures up against the U.S., the UK, and Hong Kong.

Singapore Corporate Tax Comparison: How Singapore Measures Up to Other Major Financial Centers

Overview of Singapore’s corporate tax system

How the system is structured

Singapore operates a one-tier corporate tax system: companies pay tax on their chargeable income, and dividends paid to shareholders are not taxed again. This removes the double taxation of corporate profits that is common in many Western countries.

Unlike countries that tax on a worldwide basis, Singapore taxes only:

  • Income accrued in or derived from Singapore; or
  • Foreign income received in Singapore that does not qualify for an exemption.

This makes the system particularly well suited to investment companies, holding companies, and businesses with international cash flows.

Treaty network and legal framework

Singapore has more than 100 double tax agreements (DTAs) with countries and territories, including the U.S., the UK, and most major economies. This is a strong advantage for companies with cross-border supply chains or revenue streams.

Singapore’s legal system is based on common law, offering a high degree of stability, transparent enforcement, and very few abrupt policy changes — a key factor for investors planning over the long term.

Singapore corporate tax rates and incentives

Headline and effective tax rates

Singapore’s corporate income tax rate is 17%, well below the OECD average (23–25%). Thanks to flexible incentives, however, the effective rate a company actually pays can be much lower, especially in its early years of operation.

Incentives for new and small companies

Singapore offers two main exemption schemes:

  • Start-up Tax Exemption (SUTE): a 75% exemption on the first S$100,000 of chargeable income and 50% on the next S$100,000, for each of a qualifying new company’s first 3 consecutive Years of Assessment (YAs).
  • Partial Tax Exemption (PTE): for other companies, a 75% exemption on the first S$10,000 of chargeable income and 50% on the next S$190,000.

As a result, a new company may pay an effective rate of about 4.25% on its first S$100,000 of chargeable income in its first 3 years, easing financial pressure during its early growth phase.

Foreign-sourced income exemption

Singapore exempts certain types of foreign-sourced income (dividends, branch profits, and service income) from tax when all three of the following conditions are met:

  • The income has been subject to tax in the jurisdiction where it arose;
  • The headline tax rate in that jurisdiction is at least 15%; and
  • The Inland Revenue Authority of Singapore (IRAS) is satisfied that the exemption is appropriate and not contrary to the public interest.

Singapore’s response to the global minimum tax (OECD Pillar Two)

For financial years beginning on or after January 1, 2025, Singapore applies a 15% minimum effective tax rate to multinational groups with global revenue of more than €750 million (approximately US$840 million). However:

  • SMEs, startups, and domestic businesses below this threshold are not affected.
  • The government has introduced a refundable financial support package designed to preserve Singapore’s competitiveness while remaining compliant with OECD rules.

Singapore vs. U.S. corporate tax

How the system is structured

The U.S. taxes corporations on a worldwide basis: companies are taxed on their total income, whether it is earned at home or abroad. The federal rate is 21%, plus state taxes that can range from 1% to 12%, so the combined effective rate can exceed 25–30%.

Incentives and hurdles

The U.S. offers generous incentives for R&D and manufacturing investment, but they come with a complex filing system, high accounting and legal costs, and a real risk of rigorous audits. Startups and small businesses often struggle to access these incentives without a strong legal and financial team.

Compared with Singapore: Singapore comes out ahead on tax rates, simplicity, and compliance costs, and is particularly well suited to companies with international operations.

Singapore vs. UK corporate tax

Structure and tax rates

As of April 1, 2025, the UK applies:

  • 19% (the small profits rate) for companies with profits below £50,000;
  • 25% (the main rate) for profits above £250,000; and
  • Marginal Relief for profits between these two thresholds, which gradually raises the effective rate from the small profits rate to the main rate.

Incentives and business environment

The UK offers R&D incentives and support for high-tech investment, but its regulatory environment has shifted considerably since Brexit. Labor, operating, and compliance costs are also significantly higher.

Compared with Singapore: The UK offers a large market and a deep local talent pool, but in terms of corporate tax and administration, Singapore is simpler, more stable, and better suited to international investment structures.

Singapore vs. Hong Kong corporate tax

Hong Kong’s headline profits tax rate is 16.5%, only slightly lower than Singapore’s. However:

  • It does not tax offshore profits, but its transparency standards are generally viewed as less robust than Singapore’s;
  • Its DTA network is smaller (about 45 agreements, compared with about 100 for Singapore); and
  • Its tax strategy has been slower to adapt to new global standards such as OECD Pillar Two.

Compared with Singapore: Hong Kong offers more flexibility for certain business models (for example, serving the mainland Chinese market), but Singapore offers a more comprehensive legal foundation, treaty network, and policy coordination capability.

Singapore’s relative advantage in an uncertain world

Singapore does not have the lowest tax rates in absolute terms, but it is one of the few jurisdictions that combines:

  • A reasonable headline tax rate;
  • Flexible incentives with a clear legal basis;
  • A transparent and stable legal environment;
  • A strong international framework (DTAs, CRS, BEPS); and
  • The ability to adapt quickly to global trends.

For businesses that:

  • Have international cash flows;
  • Need to reduce compliance costs; or
  • Prioritize stability and administrative efficiency,

Singapore is one of the strongest corporate tax locations anywhere.

However, for businesses that rely on a large domestic market or local workforce, or that need access to capital at scale, the U.S. or the UK may still be the better choice, despite higher tax and operating costs.

No single hub is optimal for every business model, but with its clear, transparent, and efficient tax structure, Singapore remains well worth considering for any company restructuring its global strategy.
