Aspen Mountain Hotel: a standout among rural EB-5 projects in the United States
Located in downtown Aspen, Colorado — one of the most famous ski destinations in the United States — the Aspen Mountain Hotel project blends a heritage landmark with modern luxury hospitality.
The project reimagines the Mountain Chalet Aspen, a landmark that has stood for more than 65 years, as a luxury boutique hotel with 59 rooms and amenities including a spa, lounge, heated pool, private membership club, and ski equipment rental. Every element is designed for the affluent travelers who form the core of Aspen’s tourism market.
Priority processing and reserved visas: advantages available to rural projects
Beyond its commercial value and professionally structured investment, Aspen Mountain Hotel is located in a rural area, a designation that gives EB-5 investors priority processing and access to the 20% of EB-5 visas reserved for rural projects under the EB-5 Reform and Integrity Act of 2022 (RIA).
In practice, a number of petitions for rural projects have been approved in under 12 months, considerably faster than the roughly 3 years that petitions for standard projects have typically taken. USCIS does not commit to any processing timeline, but a shorter wait can bring forward your move to the United States and give your family more room to plan for schooling, business, and finances.
Green card eligibility and capital risk management: two core tests of a quality EB-5 project
Aspen Mountain Hotel is structured to address the two priorities that matter most to EB-5 investors:
- Job creation well above the minimum: According to the sponsor, the project is expected to create more than 1,998 qualifying EB-5 jobs, or about 18 jobs per EB-5 investor, well above the 10 full-time jobs required for each investor. Managing risk to your EB-5 investment:
- According to the sponsor’s projections, the project’s stabilized value in 2028 will reach US$218 million, well above the combined EB-5 capital and senior loan (US$119.5 million), creating a value cushion. In the sponsor’s view, raising new capital sufficient to refinance the EB-5 loan and repay investors is feasible.
- According to the sponsor, the project’s real estate secures the EB-5 loan and was appraised at nearly US$76 million as of May 2024.
- According to the sponsor, the offering includes a refund mechanism if an EB-5 petition is denied for reasons attributable to the project.
- The project is projected to generate average pre-tax income of about US$10 million in 2028 and US$12 million in 2029, indicating its future commercial potential. These are the sponsor’s projections, not guarantees: EB-5 capital must remain at risk, and repayment depends on the project’s performance.
The EB-5 capital is raised and managed by EB5 Capital, the regional center operator behind the project, which has extensive experience delivering comparable EB-5 projects in line with USCIS requirements. Citing numerous approved Form I-526 and I-829 petitions and a repayment track record, EB5 Capital says it protects investor interests throughout the investment period.
Limited investor allocations remain for investors ready to proceed
As of April 2025, when this article was published, EB-5 investor allocations in Aspen Mountain Hotel were filling quickly, with very few remaining, and were expected to be fully allocated in the near term.
