In 2025, a clear divergence emerged between office and retail, the market’s two main segments.

Office: a tough shakeout

  • Current situation: Vacancy rates remain at record highs (around 13–16% depending on the district) as abundant new supply from Kowloon East enters the market.
  • Flight to quality: Capital is concentrating in Grade A buildings in core districts with green building certification and ESG credentials. Rents in this premium segment are holding steady, while Grade B and C buildings continue to face downward pressure on rents.

Retail: a bright spot of recovery

  • In contrast to offices, the retail segment is staging a strong recovery. The return of international and mainland Chinese visitors has revived luxury retail sales.
  • Rents in busy shopping districts such as Causeway Bay and Tsim Sha Tsui have bottomed out and begun to edge up, creating an opportunity for international brands to re-enter the market at more reasonable occupancy costs.

Why is “smart money” turning its attention to Hong Kong in late 2025?

  • Rates turning lower: Because of the Linked Exchange Rate System, which pegs the Hong Kong dollar to the U.S. dollar, Hong Kong interest rates move in step with U.S. rates. Lower mortgage rates in 2025 directly eased the financing burden and helped end the negative carry, in which mortgage rates exceeded rental yields.
  • Attractive valuations: After nearly 4 years of correction, Hong Kong property prices have fallen back to 2016–2017 levels. In our view, this is a more attractive valuation level for long-term asset accumulation.

A boost from the New Capital Investment Entrant Scheme (New CIES):

  • This is the most strategically significant change of 2025. The Hong Kong government now allows up to HK$10 million of residential property to count toward the residency scheme’s HK$30 million minimum investment amount.
  • What this means: Investors can own a “second home” in Asia’s financial hub while the same purchase helps them meet the investment requirement for Hong Kong residency for the whole family. The policy has strongly boosted demand in the luxury residential segment above HK$50 million.

Opportunities in key segments

  • Target areas: The Peak, Mid-Levels, and Island South.
  • Opportunity: Supply of luxury homes in these prime locations is perennially scarce. Supported by New CIES capital, liquidity and prices in this segment are expected to recover ahead of the broader market.

Value-add offices:

  • The opportunity lies in acquiring older, undervalued office buildings in prime locations, then upgrading and repositioning them to meet demand for modern office space.

Data centers & logistics:

  • As a digital and financial connectivity hub, Hong Kong has seen demand for logistics space and data centers keep growing despite economic volatility, which can support stable rental income above the market average.

Challenges and risks: why caution pays

IMM Group recommends that investors carefully weigh the following risk factors before committing capital:

  • Oversupply: Unsold primary residential inventory is currently high (over 20,000 units). Pressure on developers to clear inventory could hold back price growth in the short term (the next 1–2 years).
  • Real interest rate risk: Even as nominal rates fall, real rates can remain high if inflation is low, reducing the effectiveness of financial leverage.
  • Holding costs: Management fees, maintenance, and property taxes in Hong Kong are among the highest in the world. Investors need to model cash flow carefully to ensure profitability.

Outlook for 2025–2030

  • 2025–2026: We expect the market to search for equilibrium. Transaction volumes should pick up first, while prices stabilize and move sideways. This is likely to be a “buyer’s market,” giving buyers room to negotiate favorable prices.

2027–2030 (a breakthrough driven by the Northern Metropolis):

  • Growth momentum is expected to shift north with the “Northern Metropolis” mega-project.
  • The area is planned to connect directly with Shenzhen and the Greater Bay Area (GBA) and to become a hub for innovation and technology (I&T). Investing in land or property here could position investors ahead of closer economic integration with the mainland over the coming decade.
