1. How IMM Group selects EB-5 regional centers to protect investors’ interests

In the EB-5 immigrant investor program, most investors choose the indirect route through a regional center, an entity designated by USCIS to raise and manage EB-5 capital. The regional center is a critical link, directly affecting whether a petition is approved, whether capital is repaid, and whether investors’ interests are protected.

Not every regional center, however, is transparent or has the capacity to protect investors’ interests. Recognizing this risk, IMM Group applies its own criteria to select partners: financial transparency, a clear repayment track record, a high petition approval rate, strong project due diligence capability, and a commitment to stay engaged through repayment and the green card process.

2. Key updates on Canada’s Start-up Visa program

Canada’s Start-up Visa (SUV) remains one of the few programs that allow entrepreneurs and their families to obtain Canadian permanent residence (PR) directly, without a temporary residence stage. In 2025, however, the program saw notable changes that have made approval more difficult.

Competition has intensified as overall intake has been cut. IRCC has begun capping the number of letters of support each designated organization can issue (10 projects per year), prioritizing applications with financial backing over those supported by an incubator alone. At the same time, expectations for execution capability, demonstrated results, and a commitment to developing the business in Canada continue to rise.

A new advantage: key members of the start-up team can apply for an open work permit of up to 3 years, allowing them to work for any employer while awaiting PR.

3. Greek real estate: a European investment destination gaining momentum

After a prolonged sovereign debt crisis, Greece is emerging as a new real estate investment destination in Europe. With prices still relatively modest compared with Western Europe, steady growth, and strong international capital inflows, the market is entering a long-term recovery cycle.

Since 2024, home prices have risen by nearly 12% in Athens and 27.8% in Piraeus, while areas such as the Athens Riviera and the tourist islands have recorded strong rental and investment demand. Foreign capital is flowing into both residential and resort segments, driven in particular by the Greece Golden Visa, which grants a 5-year residence permit for real estate investments from €250,000 (approximately US$280,000).

4. Own a premium apartment in historic central Paphos, with a path to Cyprus permanent residence within 12 months

Located in central Paphos, a city whose archaeological sites are inscribed on the UNESCO World Heritage List, the Elysia Blu project offers a dual opportunity: investing in premium real estate and obtaining a Cyprus permanent residence permit within 12 months.

The project is developed by Pafilia, a major Cypriot property developer, and comprises more than 200 apartments of 72–156 m², with contemporary European design and full resort-style amenities, including a pool, spa, lounge, and on-site park. Its central location offers quick access to the sea, the old town, international schools, and the commercial district. Phase 1 released 80 units, and up to 70% of them have already been taken up.

Elysia Blu suits both living and rental purposes, with freehold ownership, attractive yield potential, and good liquidity. Investment amounts start from €345,000.

Through Cyprus permanent residence, investors and their families can live, study, and do business in Cyprus; pay no Cyprus tax on foreign-source income while they are not Cyprus tax residents; face no inheritance tax; find it easier to apply for visas to other EU countries; and have a pathway to Cypriot citizenship (dual citizenship is permitted). It is one of the few European residency options that combines efficiency with long-term benefits.

5. Malta revises its permanent residence program: streamlined costs, faster residence cards, and more flexible property rental

On July 22, 2025, the Government of Malta announced important changes to the Malta Permanent Residence Programme (MPRP), aimed at strengthening its competitiveness as several EU countries tighten their Golden Visa policies. Key changes include:

  • Temporary residence card on application: a 1-year temporary card is issued once a complete application has been filed and €15,000 has been paid, allowing investors to settle in Malta sooner.
  • Rental permitted immediately after purchase: investors can rent out the property right away, rather than waiting for approval as before.
  • Expanded subletting under the lease option: subletting is allowed after 5 years, provided the tenant is not another MPRP participant.
  • Adjusted fees and a lower total cost: a flat contribution of €37,000 for both the purchase and lease options (previously €60,000 for those leasing), no contribution for an accompanying spouse and minor children, and a reduced €7,500 for each adult dependent. The administrative fee remains €60,000 (paid in 2 installments).

With total costs starting from approximately €100,000 (excluding real estate), Malta is emerging as an attractive European residency destination for families who value flexibility, cost efficiency, and long-term benefits.
