The 2025 landscape: more competition, higher expectations
2025 brought significant adjustments to Canadian immigration policy. The most notable change was a cut in admission targets across all categories, including the the Start-up Visa program(SUV). The direction is clear: Canada is increasingly focused on attracting genuinely high-quality start-ups with strong growth potential and clear economic benefit. Competition for a place in the SUV program has therefore become fiercer than ever.
The bar is no longer just an innovative business idea; it is the investor’s own execution capability and track record. This shift reflects the government’s intent to screen out low-quality applications and unverifiable projects, and to focus on entrepreneurs who can genuinely build successful businesses that contribute to the Canadian economy.
Key Canada Start-up Visa changes to know in 2025
These are the core updates investors should note when assessing the program at this stage:
- Open work permits of up to 3 years: Instead of a 1-year work permit tied to the start-up, essential persons in the start-up team can now apply for an open work permit valid for up to 3 years. This offers far greater flexibility, allowing investors and their spouses to work for any employer in Canada while their permanent residence application is being processed.
- Priority processing for funded applications: Immigration, Refugees and Citizenship Canada (IRCC) will prioritize applications that have secured a financial commitment from a venture capital fund or an angel investor group. Applications supported only by a business incubator will face significantly longer wait times.
- Cap on letters of support per designated organization: To control volume and raise quality, the government has introduced a limit under which each designated organization can support no more than 10 start-up projects, or 10 letters of support, per year. This makes a letter of support harder to obtain.
- Longer processing times: Applicants should be prepared for significantly longer processing times, as permanent residence (PR) applications through the SUV program now take around 3–4 years on average. The priority given to funded applications also adds to the wait for other applications.
- Demonstrated progress rather than promises on paper: IRCC no longer wants to see only a business plan or a good idea on paper. It wants evidence that the investors in the start-up team can execute. The business plan must be consistent with, and relevant to, the applicant’s actual leadership and management experience. This means the investor’s file must show past achievements and milestones, or concrete steps already taken for the project. Projects that already have concrete activity and key operational milestones will also be viewed far more favorably than those still at the idea stage.
Canada Start-up Visa eligibility requirements
- An innovative business idea supported by a designated organization.
- English proficiency of IELTS 5.0 or equivalent.
- Sufficient settlement funds to support your family when you first arrive in Canada (at least C$27,297 for a family of 4).
- Business management or investment experience is a strong advantage, but not required.

The Start-up Visa application process with IMM Group

Step 1: Initial eligibility assessment
To put the application on the strongest possible footing, IMM Group and its partners in Canada carry out a comprehensive assessment of the investor’s capabilities, experience, and background before any contract is signed. Step 2: Idea development and letter of support
IMM Group and its partners help the investor develop or select a start-up idea that fits their experience and expertise. The partner then finalizes the business plan and works with a designated organization in Canada to help secure a letter of support from that organization. The investor and other members of the start-up team may need to attend an interview with the designated organization.
Step 3: Submit the permanent residence application and, optionally, a work permit application
Once the letter of support has been issued, IMM Group and legal counsel prepare and submit the permanent residence (PR) application for the whole family. While the application is being processed, the investor may also apply for an open work permit to come to Canada early, develop the project, and settle in. Only essential persons in the start-up team are eligible for a work permit.
Step 4: Build the start-up

Step 5: Receive permanent residence (PR)
Once approved, the investor and family officially become Canadian permanent residents. The start-up’s results do not affect PR status, and the investor may continue or wind down the start-up according to their own plans.
