1. Filing for EB-5 before any program change: a proposed US$5 million Gold Card could replace it at any time
In late February, President Donald Trump announced a proposal that drew wide attention across global investment markets: replacing the EB-5 investor green card program with a new category called the “Gold Card,” with a non-refundable contribution of up to US$5 million, no job-creation requirement, and no return of capital.
EB-5, meanwhile, remains a transparent immigration program structured to manage risk, offering:
- An investment level starting at US$800,000, with the potential for return of capital.
- A Regional Center Program authorized under the EB-5 Reform and Integrity Act of 2022 (RIA) through September 30, 2027.
- Under the RIA’s grandfathering provision, eligible petitions filed before a program change are intended to continue through adjudication to a final decision.
For many investors, the bigger risk now is waiting. If the Gold Card is enacted, a U.S. green card would cost roughly 6 times as much, without the protections EB-5 offers today.

2. Final investor allocations remain in Aspen Mountain Hotel, a flagship rural EB-5 project with priority processing for green card petitions
With the EB-5 visas set aside for rural projects becoming increasingly scarce and processing times trending significantly shorter, Aspen Mountain Hotel, a flagship EB-5 project that qualifies as a rural Targeted Employment Area (TEA), is drawing interest from investors worldwide. Only a small number of investor allocations remain for families looking to pursue U.S. green cards.
Beyond its commercial value and professionally structured investment, Aspen Mountain Hotel is located in a rural area, a designation that gives EB-5 investors priority processing and access to the 20% of EB-5 visas reserved for rural projects under the EB-5 Reform and Integrity Act of 2022 (RIA).
As of this writing, EB-5 investor allocations in Aspen Mountain Hotel are filling quickly, with very few remaining, and are expected to be fully allocated in the near term.

3. Canada Start-up Visa: the only Canadian business immigration program offering direct permanent residence for the whole family
The Start-up Visa (SUV) Program is currently the only Canadian business immigration program that allows investors to obtain permanent residence (PR) directly for the whole family. As Canadian permanent residents, investors and their families have access to public healthcare and education on the same terms as Canadian citizens, which can substantially reduce the cost of children’s education each year.
These advantages make the SUV a Canadian business immigration option well worth considering in 2025.

4. Own property in Istanbul and obtain Turkish citizenship, with visa-free or visa-on-arrival access to more than 110 destinations
Istanbul, Türkiye’s largest city, is one of the largest metropolises in Europe. Straddling Europe and Asia, it is the country’s cultural, historical, and economic center, home to landmarks such as Hagia Sophia (Ayasofya) and Topkapı Palace. A thriving tourism sector has driven strong growth in Istanbul property values.
This makes Istanbul property an attractive route to a second citizenship in roughly 1 year. The program requires investing in and holding one or more properties with a combined value of at least US$400,000 for 3 years. After that period, investors may keep the property or sell it without affecting the Turkish citizenship already granted. A Turkish passport offers visa-free or visa-on-arrival access to more than 110 destinations and can make it easier to apply for visas to the EU and the Schengen Area (France, Germany, Italy, Greece, and others). Turkish citizens and their families may also be eligible for certain U.S. and UK visa categories for work or business.
5. Which citizenship by investment program is the fastest and most efficient in 2025?
With dramatic natural scenery and some of the world’s finest beaches, the Caribbean is widely regarded as a tropical gateway and a resort destination in every sense. Countries in the region attract not only tourists but also investors, thanks to citizenship by investment programs with practical benefits. These programs offer relatively fast processing and accessible investment levels, making them a popular choice in 2025.
Choose 1 of 2 investment options:
- A US$235,000 contribution to Grenada’s National Transformation Fund (NTF) for a family of up to 4, or
- A US$270,000 investment in resort shares. Representative project: InterContinental Grenada Resort, a 150-room 5-star resort on La Sagesse Beach, one of the most scenic beaches in the Caribbean.
- Dominica citizenship by investment
Choose 1 of 2 investment options:
- A contribution to the Economic Diversification Fund (EDF) of US$200,000 for a single applicant, or US$250,000 for a family of up to 4.
- A resort share investment from US$200,000. Representative project: Secret Bay, a resort that has received multiple international awards and reports strong operating results.
- St. Kitts and Nevis citizenship by investment
Choose 1 of 2 investment options:
- A US$250,000 Sustainable Island State Contribution (SISC) for a main applicant or a family of up to 4.
- A resort share investment from US$325,000, held for at least 7 years. Representative project: Park Hyatt St. Kitts, a luxury 5-star resort under the Park Hyatt brand, which officially opened to guests on November 1, 2017.
- Turkish citizenship by investment
By investing at least US$400,000 in real estate, investors and their families (spouse and children under 18) can obtain Turkish citizenship with full citizenship rights. A Turkish passport offers visa-free or visa-on-arrival access to 114 destinations and can make it easier to apply for visas to European countries (France, Germany, Italy, Greece, and others). Investors may also be eligible for certain special visa categories to live and work in the United States.
