There is no New Zealand citizenship by investment program: unlike some European or Caribbean countries, New Zealand offers investors no “fast-track citizenship.” Through the Active Investor Plus Visa, however, investors can still reach citizenship by a clear legal pathway: invest, become a permanent resident, and then apply for citizenship.

What sets New Zealand apart is that, when assessing citizenship, it makes no distinction between investors and other migrant groups. This keeps the system fair, but it also demands real commitment: investors must be present, live in the country, and integrate — they cannot simply “invest from afar.”
The standard pathway: Investor visa → Permanent resident → New Zealand citizenship
Stage 1 – Obtain the Active Investor Plus Visa
The program has two investment categories:
- Growth: a minimum investment of NZ$5 million, held for 3 years, with at least 21 days spent in New Zealand.
- Balanced: a minimum investment of NZ$10 million, held for 5 years, with at least 105 days spent in New Zealand (fewer if you invest more than NZ$13 million).
Once they have met the investment and presence requirements, investors may apply for a Permanent Resident Visa.
Stage 2 – Become a permanent resident (PR)
Once the investment period ends and you have shown sufficient time in New Zealand, you may apply for PR — residence status with no expiry date in New Zealand. There is no visa to renew, and your capital is no longer tied up. However, to keep your PR valid, you must still maintain genuine ties to New Zealand and hold lawful status without a break for the next 5 years.
Stage 3 – Apply for citizenship
The main requirements for citizenship are:
- A minimum of 5 years of residence in New Zealand with valid PR status.
During that period, you must be physically present in New Zealand for:
- At least 240 days over 5 years, and
- At least 135 days per year for a minimum of 5 consecutive years.
- Demonstrate an intention to live in New Zealand long term.
- Good character, including a clean criminal record check and honest financial dealings.
- Basic English proficiency, enough to communicate and to understand your rights as a citizen.
Note: you must hold PR continuously for 5 years before applying for citizenship. If you lose PR or spend too long outside New Zealand, the count starts again.
