Ireland IIP Closed: Final Endowment Places

After the Ireland IIP Closed: IMM Group’s Final Qualifying Endowment Places for Irish Residence

November 28, 2025 · Ireland · 11 min read

The Ireland Immigrant Investor Programme (IIP) stopped accepting new applications on February 15, 2023. However, projects that met the legal requirements before that date may still accept investors to complete their target funding.

With the Ireland IIP closed to new applicants, IMM Group currently has some of the final qualifying endowment places available — an uncommon opportunity for committed investors seeking residency in Ireland and, over time, a potential path to Irish citizenship. Once naturalized, you can live and move freely across all EU member states and the United Kingdom.

Overview of the Ireland Immigrant Investor Programme

The Ireland Immigrant Investor Programme allows non-EEA investors and their families to:

  • Live in Ireland long term, with many of the same day-to-day rights as Irish citizens.
  • Once they hold residence, investors may become eligible to apply for Irish naturalization; as Irish citizens, they become EU citizens with full rights to education, employment, social welfare, and freedom of movement.

Program history and objectives

  • Established to attract investment capital and support Ireland’s social and economic development.
  • Since its launch, the program has attracted hundreds of investors and generated substantial funding for business and community projects.

Investment options (before the program closed to new applications)

  • €1,000,000 (approximately US$1.13 million) enterprise investment: maintained for 3 years in a qualifying enterprise or project.
  • €400,000 (approximately US$450,000) endowment: supporting a public benefit project in the arts, culture, sports, education, and more.

Today, the only remaining route is to take up one of the final places in qualifying endowment projects that the Irish government has allowed to keep accepting investors until their target funding is complete.

Key benefits of Irish residency through the IIP

1. Long-term residence for your family

  • The main applicant, spouse, and children under 24 may live in Ireland long term.
  • Children can attend public school tuition-free through the end of secondary school. Ireland’s education is among the best in Europe and comparable in quality to the UK’s, while tuition fees can be up to 4 times lower.

2. A path to naturalization and citizenship rights

  • Under current rules, after 5 years of reckonable residence in Ireland you may apply for Irish naturalization without first obtaining permanent residence.
  • As Irish citizens, your family can live and work freely across the 27 EU member states and the United Kingdom. Irish citizens are the only EU citizens with the right to live freely in both the EU and the UK.
  • The Irish passport ranks 5th globally, with visa-free or eVisa access to 187 destinations.
  • Under the Common Travel Area (CTA) arrangements, Irish citizens hold a special status in the UK, allowing them to live, study, and access benefits there without needing permission.
  • Irish citizens do not need to take an English language test to live in the UK or to apply for British citizenship.

3. Program advantages

  • You invest only after the Irish government has approved your application, so your funds are not committed before approval.
  • A minimum of 1 day per calendar year in Ireland to maintain your residence permission, offering flexibility for investors.
  • No maximum age, professional qualification, business ownership, English language, or medical examination requirements.
  • Processing takes around 8–10 months, and you do not need to travel to Ireland while the application is being prepared.

Eligibility requirements for investors

1. For the applicant

  • Aged 18 or older, with no upper age limit.
  • Must pass security and background checks.
  • Minimum personal net worth of €2 million (approximately US$2.25 million).
  • Must demonstrate that investment funds come from a lawful source.

2. Dependents

  • Spouse and children under 24 (unmarried, in full-time education, financially dependent).
  • Must pass security and background checks.

3. Investment options

The program stopped accepting new applications on February 15, 2023. However, the Irish government allows projects submitted before the closure (including approved projects and those still under review) to continue raising their remaining investment places to complete their target funding.

IMM Group currently holds some of the final investment places, structured as a non-refundable €400,000 endowment to a public benefit project (arts, sports, healthcare, education, and more).

With the program closed and only the remaining qualifying places still available, this may be the last opportunity to obtain Irish residence (Stamp 4) through the IIP. Deciding early improves your chances of securing one of these places, which can offer long-term residence for your whole family, education for your children in Ireland and, once naturalized, freedom of movement across the EU and the UK.
