Grenada to Host ECCIRA, the New Caribbean CBI Regulator: Key Points on the Updated Citizenship by Investment Policy

In response to growing demands for transparency from the United States and the European Union (EU), 5 Caribbean nations (Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia) have signed an agreement to establish a joint regulatory authority. The move aims to standardize due diligence procedures and support the long-term sustainability of citizenship by investment (CBI) programs.

ECCIRA: the new Caribbean CBI regulator
The leaders of 5 member states of the Organisation of Eastern Caribbean States (OECS) have agreed to establish the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA). Prime Minister Dickon Mitchell confirmed that Grenada will host the headquarters of this new Caribbean CBI regulator.
- Timeline: the legal framework was slated for completion in October 2025, with ECCIRA expected to become operational in early 2026.
Enforcement powers: ECCIRA will not only supervise the programs but also have real enforcement authority to protect their credibility:
- Sanctions: the authority can impose administrative penalties and revoke the licenses of entities in breach of the rules.
- Comprehensive oversight: it will supervise the CBI operations of all 5 countries under a single, unified set of standards (comprising 92 articles).
- Transparency: it will publish annual compliance reports to demonstrate accountability to international partners such as the United States and the EU.
Three key changes affecting investors
The establishment of ECCIRA will directly affect how applications are processed:
- Mandatory biometrics: all new applicants must provide biometric data during the interview process. Existing passport holders must also provide biometric data when renewing their passports. The requirement is intended to prevent identity fraud and address security concerns raised by the United States and Europe.
- Centralized data system: ECCIRA will manage a shared database of applicants. Information will be shared among member countries to prevent an application rejected in one country from being approved in another.
- US$200,000 minimum investment retained: the countries reaffirmed their commitment to the US$200,000 price floor, in place since mid-2024. This harmonizes pricing across the region and curbs unhealthy price undercutting between programs.

Although due diligence will become stricter, ECCIRA brings practical benefits for investors with transparent backgrounds:
- Safeguarding visa-free access: tighter oversight is a prerequisite for preserving visa-free access to more than 140 countries (including the Schengen Area and the United Kingdom) in the face of international pressure.
- Legal certainty: independent supervision helps reduce the risk of investing in low-quality projects.
Grenada’s selection as ECCIRA’s headquarters also reflects the credibility and rigor of its existing legal framework.
Important note on authorized agents
Under Grenada’s rules, only officially licensed agents may advise on and handle applications. Unlicensed firms may act only as sub-agents and may not be named on applications submitted to the government.
