Two Rural EB-5 Projects on the Fast Track to a U.S. Green Card

IMM Group introduces two rural EB-5 projects that meet the criteria for priority processing, offering a faster route to a U.S. green card.
For international investors seeking a U.S. green card, the EB-5 Immigrant Investor Program remains one of the most direct routes to permanent residence. Under the EB-5 Reform and Integrity Act of 2022 (RIA), U.S. Citizenship and Immigration Services (USCIS) prioritizes petitions tied to projects in rural areas. That priority is the EB-5 fast track: it can shorten processing times considerably and help families settle in the United States sooner. Below, IMM Group introduces two rural EB-5 projects currently open to investors.

What is a rural EB-5 project, and why does USCIS prioritize it?
Under the EB-5 program, rural projects are those located outside a metropolitan statistical area and outside the outer boundary of any city or town with a population of 20,000 or more. Such projects are typically in tourism, hospitality, housing, or public infrastructure.
USCIS gives rural EB-5 projects priority because they create jobs and support economic development in areas of high need. The main advantages of the rural category are:
- Priority processing: Petitions tied to rural EB-5 projects are adjudicated ahead of other EB-5 categories, with reported adjudication times of 12–18 months.
- Set-aside visas: 20% of the annual EB-5 visa allocation is reserved for rural projects, which reduces exposure to the backlogs affecting the unreserved category.
- Experienced sponsors: Projects in this category are typically sponsored by established regional centers, which generally means fuller disclosure for investors. Note that EB-5 capital must remain at risk under U.S. law, so no repayment can be assured.
Two rural EB-5 projects currently receiving priority processing
1. Aspen Mountain Hotel

Project overview
Aspen Mountain Hotel is a redevelopment of the iconic Mountain Chalet Aspen, located at 333 East Durant Avenue, Aspen, Colorado. Once complete, the hotel will offer 59 luxury rooms combining classic character with modern amenities. Services will include a luxury spa, restaurant, bar, lounge, and members’ club. The hotel will also feature an outdoor pool, hot tub, ski equipment rental, and other amenities for luxury travelers.
Investment highlights
- Location: Aspen is one of the best-known ski destinations in the United States and draws visitors year-round, which supports the projected operating performance of a luxury hotel.
- Priority processing: The project sits in a rural area as defined by the EB-5 program, so investor petitions enter the priority queue and draw on the 20% of EB-5 visas set aside for the rural category.
- Collateral coverage: According to the project materials, the hotel’s real estate value is twice the amount of the EB-5 loan. As with every EB-5 investment, the capital must remain at risk under U.S. law and repayment cannot be guaranteed.

2. Vail Valley Apartments

Project overview
Vail Valley Apartments (JF44) is a residential development of three buildings with 242 apartments in Avon, Vail Valley, Colorado. The units are finished to a contemporary standard, with shared amenities including a pool, spa, fitness center, outdoor grilling area, and lounge.
Investment highlights
- Supply and demand: Vail Valley is among the leading ski resort areas in the United States, drawing an estimated 2.5 million visitors a year. Rental housing is in short supply, with a reported vacancy rate below 2%. These conditions underpin the project’s income projections.
- Priority processing: The project sits in a rural area under the EB-5 program, so investor petitions enter the priority queue rather than the unreserved backlog.
- An experienced regional center: This project is sponsored by EB5 Capital, which reports more than 40 current and completed EB-5 projects to date and, according to the regional center, a high rate of petition approvals. A sponsor’s track record does not guarantee the outcome of any individual petition.

EB-5 processing times continue to shorten
USCIS data shows that EB-5 adjudication has moved considerably faster in recent years. An I-526 petition could once take three to five years; following the RIA changes, many petitions tied to rural projects are now decided in under 12 months.
The number of I-526 petitions adjudicated each month rose from 250 to 588 in fiscal year 2024. Form I-829 — the petition to remove the conditions on a green card — has followed a similar path, with more than 533 adjudicated per month. These figures point to a sustained USCIS effort to clear the EB-5 queue, which brings investors closer to their residency plans.
Rural EB-5 projects also draw on their own reserved pool of EB-5 visas, where demand has so far stayed below supply — unlike the unreserved category, where annual limits create long waits. For investors weighing when to file, that combination — priority in the queue and a reserved visa pool — is the practical case for filing sooner rather than later.
Why file your EB-5 petition now?
A reserved visa allocation for rural projects
One of the strongest arguments for filing in the rural category today is the 20% of EB-5 visas reserved for it. That reservation matters most to investors whose country of chargeability has left the unreserved EB-5 category oversubscribed.
EB-5 adjudication times have improved markedly
With USCIS clearing petitions faster, many rural EB-5 investors have received decisions in under 12 months — a meaningful difference for families planning a move, a school year, or a business transition.
The minimum investment is unchanged, for now
The minimum EB-5 investment for a rural project currently stands at US$800,000. The U.S. government may adjust that amount in future, so filing now helps investors avoid a higher requirement later.
The EB-5 program is in a better position than it has been in years: adjudication is faster and the rural category has its own visa allocation. Through the two rural projects below — Aspen Mountain Hotel and Vail Valley Apartments — families can pursue a U.S. green card, with the possibility of a return of their capital. EB-5 capital must remain at risk under U.S. law, so repayment cannot be guaranteed.
