CanAm Regional Center’s 2025 in Review: IMM Group’s Strategic EB-5 Partner

2025 was a landmark year for CanAm, marked by several major milestones. These achievements reflect CanAm’s operational strength and explain why IMM Group continues to place its trust in CanAm as part of its long-term EB-5 strategy.

The numbers behind CanAm’s EB-5 regional center track record
Claims of capability or experience carry real weight only when they are backed by data and concrete results. For the CanAm regional center, more than three decades of operation are clearly reflected in the core metrics of the EB-5 program: job creation, petition approvals, and return of capital to investors.
Through 2025, CanAm had raised more than US$3.9 billion for more than 70 EB-5 projects across multiple U.S. states, spanning infrastructure, telecommunications, manufacturing, and large-scale real estate. These projects have created more than 100,000 jobs and contributed directly to U.S. economic growth, in keeping with the core purpose of the EB-5 program: EB-5 is not just a visa pathway, but a channel for capital that drives real economic development.
What truly sets CanAm apart is the final stage of the EB-5 process. In 2025, CanAm became what it describes as the first regional center in the history of the EB-5 industry to surpass 3,000 Form I-829 petitions approved by U.S. Citizenship and Immigration Services (USCIS). Form I-829 approval is the final milestone: it confirms that the project has created the required jobs and removes the conditions on the investor’s permanent residence, so the investor receives a green card without conditions. These numbers reflect not only experience but also the ability to deliver projects at scale, on schedule, and in full legal compliance, something few firms in the industry can match.
At the same time, CanAm has returned more than US$2.5 billion in EB-5 capital to investors through 53 fully repaid projects. This is a meaningful figure, because EB-5 is a long-term investment program whose outcome depends on each project’s actual operating performance. These results show that CanAm focuses not only on raising capital but also on managing the full lifecycle of an EB-5 investment, from deployment and job creation through to repayment of capital.

2025 also marked 25 years since CanAm’s first EB-5 project at the Philadelphia Navy Yard, a site that has since become a dynamic economic hub home to hundreds of businesses. It is a clear demonstration of CanAm’s project selection and disciplined execution from its earliest days.
Operating under the RIA framework
Since the EB-5 Reform and Integrity Act of 2022 (RIA) took effect, the EB-5 program has entered a new phase with stricter requirements. Many projects and regional centers have been unable to meet the new standards for capital structure, reporting, oversight, and transparency, leading to delays or an inability to continue raising capital from investors. Against this backdrop, a regional center that continues to secure project approvals and keep its investors’ petitions moving toward approval demonstrates genuine adaptability and operational strength.
Since the RIA took effect, CanAm has received Form I-956F approvals for 15 projects, 5 of them in 2025 alone. CanAm has also recorded 334 Form I-526E petitions approved by USCIS, including 217 in 2025.
Notably, in 2025, a year when the market was under pressure from macroeconomic factors, CanAm deliberately slowed the pace of new project launches. At times, 3–4 months passed without a new EB-5 project from CanAm, because many projects that initially looked suitable did not pass its internal due diligence on capital structure, risk profile, and job creation capacity.
Rather than bringing more projects to market, CanAm chose to reject projects that fell short and to wait until it found projects that genuinely met its strict criteria. This discipline limited the supply of new projects in the short term, but it plays an important part in helping protect EB-5 investors’ petitions and capital over the long term.
CanAm’s EB-5 projects: built around green card eligibility and investment risk management
CanAm structures its projects to meet rigorous standards of legal compliance, capital structure, job creation capacity, and economic feasibility. The project has received grant funding from the State of Texas. Because it is located in a rural area, investors’ EB-5 petitions qualify for priority processing and for the visas reserved for rural investments under current rules.
