Citizenship by Investment Programs 2025

Global Investment & Citizenship Bulletin – Investment highlights from the U.S., Australia, Canada, Europe, Türkiye, the Caribbean, and New Zealand in October 2025

IMM Group rounds up the key investment migration news from October 2025 across global residency and citizenship programs. This issue covers:

1. Real estate ownership in developed countries: a foundation for preserving wealth and expanding internationally

Amid global volatility, owning real estate in developed countries is becoming a strategic choice for preserving wealth and expanding international business. Beyond a steady income stream, such property offers a solid legal foundation with strong legal protection — something harder to achieve in emerging markets.

Beyond safety, real estate also helps build wealth in hard currency, generates passive income, and supports long-term value growth. At the same time, property ownership and residency in a developed country make it easier to establish an international company, open an overseas bank account, and plan inheritance tax efficiently.

In particular, many real estate investment programs come with residency or citizenship for the whole family — opening up global mobility, long-term settlement, and education for the next generation.

Leading markets today include Greece, Cyprus, Latvia, Grenada, and Türkiye — where real estate is not just a physical asset but a strategic tool to protect value and broaden investors’ international horizons.

2. An overview of New Zealand’s Business Investor Visa

The New Zealand government will officially launch the Business Investor Visa in November 2025, fully replacing the previous Entrepreneur Work Visa. The program targets investors with business experience who are ready to acquire and directly operate a business in New Zealand.

There are two pathways: invest from NZ$1 million and run the business for 3 years, or invest NZ$2 million to be considered for a resident visa after just 12 months. Both require creating jobs for New Zealand citizens and maintaining a minimum stay of 184 days per year.

To take part, applicants must be under 55, have business experience, an IELTS score of at least 5.0, and an additional NZ$500,000 to cover living costs.

The Business Investor Visa offers a clear path to residency, but it requires direct involvement and real management capability. It is worth considering for investors who want to combine settlement with running a business in one of the world’s most developed and transparent countries, with one of the highest qualities of life in the world.

3. From H-1B to EB-5: when Vietnamese international students need a new U.S. immigration strategy

Since 2025, the U.S. H-1B visa policy — the most common immigration path for international students after graduation — has faced a series of tightening changes. The new H-1B petition fee is set to jump to US$100,000, alongside stricter minimum salary requirements and merit-based adjudication instead of a lottery. This makes things harder for international students, who often have limited work experience and rely on smaller companies to sponsor them.

Against that backdrop, the EB-5 program, with a minimum investment of US$800,000, has become a strategic option for families with long-term plans in the United States. In particular, EB-5 petitions filed on or before September 30, 2026 will keep the current investment amount, before CPI adjustments raise the cost from 2027. With pressure from the new policy and the time limits of OPT, moving early can help protect your interests and open a sustainable immigration path for the next generation.

4. A path to Canadian citizenship through the Start-Up Visa program

The program targets entrepreneurs with innovative ideas who are backed by a designated organization in Canada. SUV offers notable advantages: the freedom to live in any province, public health insurance, free schooling for children through high school, and lower university tuition than international students pay. Permanent residents can also receive child benefits and may apply for citizenship after at least 3 years of physical presence.

Studying costs for children are significantly lower under PR status, with university tuition from just C$5,000 to C$15,000 per year (compared with C$30,000–45,000 for international students), not to mention other benefits and support.

However, the Canadian government is tightening SUV requirements, capping sponsorship quotas, and requiring startup projects to show clear progress. Families should therefore act early, have a clear strategy, and work with a reputable advisory firm to improve their chances and make the most of their immigration benefits.

5. Portuguese home prices up 141%: a strategic view for Golden Visa investors

Over 15 years, Portuguese real estate prices have risen 141%, one of the highest increases in Europe. This growth reflects the country’s sustainable development strategy: attracting international investment, maintaining stable security, and improving social infrastructure.

However, since 2023, the Portugal Golden Visa has removed the real estate investment route, shifting instead to qualifying investment funds. With a minimum investment of €500,000, this route offers several advantages: no property management, high liquidity, diversified risk, and legal transparency.

In particular, as the government considers raising the minimum residency period for citizenship from 5 to 10 years, investors should use the current window of opportunity to file under the existing rules.

The Golden Visa is no longer simply “investing for a visa” — it is a combined financial and residency strategy that calls for investors to act proactively and work closely with a reputable advisory firm.

6. Türkiye — a strategic investment and residency destination for the next generation

As a G20 economy at the crossroads of Asia and Europe, Türkiye is becoming a strategic choice for investors who want to combine wealth preservation with securing their family’s future. By investing US$400,000 in real estate, investors can hold a long-term asset and secure a path to Turkish citizenship for the whole family in just 6–12 months, with no residency, language, or business experience requirements.

A Turkish passport opens visa-free access to more than 110 countries, including Japan, South Korea, and much of Latin America — a significant boost for business and international education. The country also stands out for its reasonable cost of living, modern infrastructure, and steadily improving international education.

As many countries tighten their residency programs, Türkiye maintains an open policy with clear legal footing and strong real estate appreciation potential. This is an opportunity for investors to act in time, before policies shift with global trends.
