Greece Golden Visa Statistics: Approvals Up 31% in 2025 on Tax Incentives and Flexible Residency

September 24, 2025 · Greece · 17 min read

Greece Golden Visa statistics for 2025 show that the number of investors granted a Greek residence permit through the Golden Visa has risen by more than 31% since the start of the year — a clear sign of the program’s growing appeal. According to a report by international advisory firm Astons, the number of Golden Visas issued in Greece reached 17,254 in July 2025, the highest level in a year.

The rise reflects an increasingly clear trend: international investors are looking for a flexible, reasonably priced residency option that comes with favorable tax rules and visa-free travel within the Schengen Area. As several European countries tighten their residency-by-investment programs, Greece stands out as one of the few options that still combines a relatively low entry threshold with an open policy.

Greece Golden Visa 2025 growth: the key drivers

By July 2025, Greece Golden Visa approvals had reached 17,254 — up more than 31% since the start of the year. July alone recorded the highest monthly growth in a year.

Notably, the countries with the strongest growth in Greece Golden Visa approvals in 2025 include:

  • Turkey: up 79.2% since the start of the year — the fastest-growing source.
  • Israel: up 42.1%
  • China: up 27.8%
  • United States: up 27.3%
  • United Kingdom: up 25%

The trend points to fast-rising demand among international investors for a stable residency option in Europe — not only as a place to live, but as part of a broader strategy to diversify assets, preserve mobility, and plan their international tax position.

Tax incentives and the non-dom regime: a strategic draw for global capital

A key reason Greece has become an attractive residency destination for international investors is its particularly flexible tax regime.

  • Retirees who transfer their pension from abroad pay a flat 7% personal income tax each year on all foreign income, regardless of the total amount. This preferential rate applies for up to 15 consecutive years.
  • Global investors (high-net-worth individuals) can opt for a flat tax of €100,000 (approximately US$112,000) per year on all foreign-source income, plus €20,000 per year for each accompanying family member.

This policy is part of Greece’s “non-dom tax regime” — designed for foreign nationals who move their tax residence to Greece but have no long-standing residence history or tax ties to the country.

Unlike ordinary Greek tax residents — who generally must report and pay tax on all worldwide income — those under the “non-dom” regime pay only a flat or preferential rate on income arising abroad.

The regime is particularly well suited to individuals with international assets and income from multiple sources who want to manage their tax obligations efficiently without moving all of their income to their new country of residence.

Note: to benefit from this tax regime, investors must become tax residents of Greece (a minimum stay of 183 days per year) and invest at least €500,000 (approximately US$560,000).

Invest in real estate, gain EU residency: why Greece?

As several European countries adjust their policies or limit new residency-by-investment applications, Greece continues to run its Golden Visa program, with clearly defined requirements and minimum investment thresholds starting from €250,000 (approximately US$280,000) for qualifying real estate. The program grants a renewable 5-year residence permit to the investor and eligible family members.

Greece Golden Visa benefits for holders of a Greek residence permit:

  • No minimum stay requirement to keep the permit — investors need only maintain ownership of the property.
  • Visa-free travel within the 29 countries of the Schengen Area, for stays of up to 90 days in any 180-day period.
  • The right to live, study, and conduct business activities in Greece, with access to public health care and education in line with Greek regulations.
  • The right to rent out the property, subject to applicable legal requirements, to generate income during the holding period.
  • The option to apply for naturalization after at least 7 years of continuous physical residence, subject to language, civic knowledge, and integration requirements.

The Greece Golden Visa program suits investors seeking a lawful residence option in Europe combined with asset management through real estate. The absence of a full-time residence requirement is a distinguishing feature to weigh when planning long-term residency goals.

Real estate ownership and Greek residency from €250,000

With investments starting at €250,000, licensed conversion projects in Piraeus offer not only a route to European residency under the Golden Visa but also practical value. Etolikou 11 and Kastella Bay — redevelopments of a former industrial building and a former hotel — illustrate how conversion properties are reshaping the Greek real estate market.
