What is the Portugal D7 visa?
The D7 visa (Passive Income Visa), introduced by the Portuguese government in 2007, is a visa for individuals with passive income who wish to settle in Portugal long term. Unlike residency by investment programs, the D7 visa does not require you to buy real estate or to set up and run a business. Instead, you need to demonstrate a stable passive income, arising outside Portugal, that meets the minimum threshold.
The Portugal passive income visa is not limited to retirees; it is also open to people of independent means who want a stable, high-quality life in Europe. It also offers freedom of travel within the Schengen Area and opens the door to Portuguese citizenship once the residence and language requirements are met.
Eligibility for the Portugal D7 visa
The visa is not limited to the main applicant: three generations of the family may be eligible to be included in the application and take up residency in Portugal together, subject to Portuguese family reunification rules. Eligible family members include:
- Spouse.
- Children (including adopted children) of any age, provided they are unmarried and financially dependent.
- Parents of the applicant and of the spouse, who must be shown to be financially dependent on the applicant.
- Siblings under 18 who are under the applicant’s legal guardianship and financially dependent on the applicant.
To qualify for the D7 visa, you need to meet the following requirements:
Passive income: demonstrate a stable income arising outside Portugal (thresholds at the time of publication)
- At least €10,440 per year (approximately US$12,000) for the main applicant
- An additional €5,220 per year for each additional adult
- An additional €3,132 per year for each child under 18, or for each child aged 18 or over who remains financially dependent.
Proof of funds: transfer funds into a Portuguese bank account to cover your living costs in Portugal for the first 12 months

Minimum stay requirements
Under the D7 visa, once you receive your residence permit, you and your family must spend most of your time in Portugal to maintain it. Specifically, you and each family member must not be absent from Portugal for 6 consecutive months, or 8 months in total, during the validity of the residence permit (2 years for the first permit, or 3 years for a renewed permit).
Pathway from the D7 visa to Portuguese citizenship
1. Apply for the D7 visa and receive a residence permit
- Apply for the D7 visa at a Portuguese embassy or consulate. The D7 visa is valid for 4 months.
- Travel to Portugal to provide biometrics (fingerprints) and file your residence permit application with the Agency for Integration, Migration and Asylum (AIMA). The residence permit is valid for 2 years.
2. Renew the residence permit
- When your first residence permit expires, you can apply to renew it as long as you still meet the program’s original requirements. Each renewed permit is valid for 3 years.
3. Apply for Portuguese citizenship
- After 5 years of continuous residence in Portugal on a residence permit, you can apply for citizenship (under the rules in force when this article was published).
- In addition to the residence period, you need basic Portuguese (A2 level) and a clean criminal record, with no prior convictions in Portugal or abroad.
