1. New Zealand’s Business Investor Visa opens for applications, with investment from NZ$1 million
On November 24, 2025, New Zealand began accepting applications for the Business Investor Visa, a residence pathway for investors with hands-on experience running a business.
The program offers two pathways: invest NZ$1 million or more and become eligible to apply for residence after 3 years, or invest NZ$2 million or more and become eligible after just 12 months. Investors must actively run a business in New Zealand, maintain jobs for New Zealand workers, and meet minimum time-in-New Zealand requirements. Once the conditions are met, the investor and included family members may be granted residence, with access to many of the same benefits as New Zealand citizens, including free public schooling, public healthcare, and a pathway to citizenship.
This business immigration policy is transparent and substance-based, with a clear pathway to residence. It suits entrepreneurs who want to build a base for their family, business, and children’s education in one of the world’s most developed and stable countries.
2. Latest EB-5 fee update (November 2025): key changes for EB-5 investors
In November 2025, a U.S. federal district court ruled that USCIS had not followed the procedure required by law when it raised EB-5 fees in 2024. The court blocked the higher fees in full, and USCIS was required to return to the fee schedule in effect before April 2024.
The total EB-5 filing fee now stands at US$4,675, a nearly 3-fold reduction from the previous level. This creates a window to file at lower cost before fees may rise again, possibly as early as 2026. Beyond the cost advantage, filing early can secure an earlier place in the processing queue and, for investors whose country of chargeability is “current” for the EB-5 visa, make the most of that status.
To turn this advantage into a lasting immigration outcome, however, investors need to prepare their financial documentation carefully and choose transparent, well-structured EB-5 projects. 3. Canada releases its 2026–2028 Immigration Levels Plan, holding permanent resident admissions at 380,000 to stabilize the system
On November 1, 2025, the Government of Canada released its 2026–2028 Immigration Levels Plan, holding permanent resident admissions steady at 380,000 per year. While the overall target is unchanged, the mix shifts significantly:
- Greater priority for economic immigration
- A marked reduction in temporary and humanitarian admissions
The provincial entrepreneur streams (PNP Entrepreneur) are set to rise to 91,500 places in 2026, reflecting a strategy of giving provinces a larger role in selecting newcomers. Investor applications must demonstrate a genuine business model that creates real value and fits local economic priorities.
Applications built on passive investment, simple service businesses, or sham business arrangements will face tighter scrutiny. The Start-up Visa Program remains open to innovative businesses that can genuinely operate in Canada. For investors, this is a moment to rethink immigration strategy, shifting from quantity to quality and aligning with policies that favor entrepreneurs with real capability and a sustainable growth plan.
4. Greek real estate: a way to hold wealth in euros and build a U.S.-standard education pathway for your children
The Greece Golden Visa is drawing growing interest from investors for its dual appeal: preserving wealth through euro-denominated real estate and opening access to a U.S.-standard education for children at a reasonable cost.
Under Law 5094/2024, U.S.-accredited institutions such as ACG, ACT, and Webster can operate legally in Greece and award degrees recognized in the United States, with tuition starting from €12,000 (approximately US$13,000) per year.
At the same time, Law 5100/2024 retains a €250,000 (approximately US$280,000) investment threshold for certain qualifying properties, allowing the investor and eligible family members to obtain 5-year residence permits with no minimum stay requirement. Projects presented by IMM Group, such as Etolikou 11 and Kastella Bay, meet this minimum investment threshold.
With visa-free travel within the Schengen Area, access to international education, and a pathway to long-term residence, the Greece Golden Visa is a flexible, multi-purpose investment strategy geared toward a sustainable future for the whole family.
5. Malta real estate at Europe’s strategic gateway: a euro-denominated store of wealth with a potential 3–5% annual yield
Malta is becoming a strategic destination for investors seeking to preserve wealth in euros, with a potential rental yield of 3.5–5% per year and long-term residence options in the EU.
The island nation stands out for its transparent legal system, which allows foreign nationals to own property freehold and rent it out freely within Special Designated Areas (SDAs), with no Acquisition of Immovable Property (AIP) permit required and no limit on the number of properties.
Malta real estate is not only an income-generating investment but also a foundation for residence: through the Malta Permanent Residence Programme (MPRP), investors and their families across 4 generations can obtain long-term residence permits, travel visa-free within the Schengen Area, and study and live in Malta without a continuous residence requirement. It offers a comprehensive option for investors seeking international financial stability while expanding their living and residence options in Europe.
6. Investing in InterContinental Grenada Resort: U.S. dollar-denominated assets, a projected 4% annual return, and global mobility
With an investment of US$270,000 in the InterContinental Grenada Resort project, investors acquire an interest in a resort property operated by global hotel group IHG and may qualify for Grenada citizenship, a passport offering visa-free or visa-on-arrival access to 147 destinations, including China, the United Kingdom, and the entire Schengen Area.
The project offers a projected return of 4% per year for 5 years (approximately US$54,000 in total), with no hands-on management required. Grenada citizenship is permanent, carries no residence requirement, and may open a path to a U.S. E-2 visa (subject to meeting that visa’s domicile requirement). After 5 years, investors may sell the property while retaining their citizenship.
It may suit those looking to build U.S. dollar-denominated assets, protect their international wealth, and establish a flexible residence base for the whole family in the future.
7. Irish residence through the IIP: IMM Group’s final qualifying endowment places
The Ireland Immigrant Investor Programme (IIP) stopped accepting new applications on February 15, 2023. However, the Irish government still allows projects that met the legal requirements before that date to continue accepting investment places until they reach their target funding.
IMM Group currently offers some of the last remaining investment places in qualifying endowment projects, a limited window for investors seeking lawful residence in Ireland. Investors and their families receive long-term residence permits and need to be present in Ireland for only 1 day a year. After 5 years, they may become eligible to apply for Irish citizenship, subject to naturalization requirements; the Irish passport ranks among the top 5 globally and allows holders to live and work freely in both the EU and the United Kingdom.
The program has no age, English-language, business-ownership, or long-stay requirements, and processing takes 8–10 months. It may suit families looking to expand their living, education, and residence options in Europe.
