IMM Group Investment Migration News June 2025: Highlights from the U.S., Australia, Canada, Europe, and the Caribbean

In this edition of IMM Group Investment Migration News June 2025, we review the key developments across residency and citizenship by investment programs. This issue covers:
1. The “US$5 million Trump Card” opens online registration: is this the last window for EB-5 at US$800,000?
On June 11, 2025, the “Trump Card” program, also known as the Gold Card, opened an online waitlist at TrumpCard.gov, a closely watched new development in U.S. immigration. Built around a non-refundable US$5 million contribution, the program targets ultra-high-net-worth individuals worldwide and has been described in the media as a “fast track” alternative to the EB-5 program.
At the time of writing, however, the Gold Card had not been approved by Congress and had no clear legal basis. Many experts have raised concerns about transparency, the potential for abuse, and the wider debate over “selling residency.”
Despite these concerns, the first 1,000 places were reportedly taken within 24 hours, fueling a strong fear of missing out among investors.
In such a volatile environment, IMM Group recommends that investors prioritize immigration programs with a solid legal foundation and clear investor protections, such as EB-5, rather than chasing unproven, higher-risk alternatives.
2. Canada’s New Brunswick Business Immigration Stream: a reliable pathway to residence for business owners from C$150,000
As Canada tightens its immigration policy, the New Brunswick Business Immigration Stream has emerged as a dependable option for investors who want to relocate with their families. With an investment from C$150,000 (approximately US$105,000), the program offers a clear pathway to permanent residence (PR) for the investor and their family.
New Brunswick, a quiet coastal province with a reasonable cost of living and supportive business policies, encourages foreign investors to establish or acquire a business and create at least 1 job for a Canadian citizen or permanent resident. In return, the investor and their family may progress to PR, with access to the core public benefits Canadian citizens enjoy, including publicly funded healthcare and public schooling for children, and the right to apply for citizenship after 5 years of residence.
Applicants need at least 2 years of management experience, a personal net worth of at least C$500,000, and English proficiency equivalent to IELTS 4.0.
3. Cyprus residency by investment: Cyprus permanent residence gains appeal ahead of expected Schengen accession in 2026
The Cyprus permanent residence program is seeing renewed demand, with more than 28,000 applications approved since 2014. Its appeal is growing as Cyprus is expected to join the Schengen Area in 2026, which would open visa-free travel across the 29 Schengen countries and could further enhance the value of Cyprus permanent residence (PR).
In addition, if Cyprus is admitted to the U.S. Visa Waiver Program (VWP), which allows visa-free travel to the United States, the Cyprus passport would rank among the most travel-friendly in the world, further broadening its global appeal for investors.
The program requires an investment from €300,000 (approximately US$336,000) in qualifying real estate or financial assets, proof of annual income of at least €50,000, and a visit to Cyprus only once every 2 years. The whole family (spouse and dependent children) can be included in a single application and benefit from residence in an EU member state. Cyprus permanent residence has no expiry date and may open a path to citizenship after 8 years.
4. A path to EU residency and citizenship from €250,000
With global markets in flux, holding a second citizenship or a residence base in Europe has become an important strategy for protecting assets, expanding mobility, and securing the next generation’s future. European residency programs with investments from €250,000 offer practical benefits and a pathway toward EU citizenship.
A leading example is the Greece Golden Visa, which requires a real estate investment from €250,000. Processing is fast and there is no minimum stay requirement. The whole family can access education and healthcare in Greece, travel freely across the 29 Schengen countries, and apply for citizenship after 7 years of continuous residence.
The Portugal Golden Visa, with an investment from €500,000 in a qualifying investment fund, is another well-established option, with a stay requirement of only 14 days every 2 years, a transparent process, and a pathway to citizenship after 5 years.
Programs in Cyprus, Malta, Bulgaria, and Hungary are also well regarded by investors for their flexible investment levels, clear rules, and substantial benefits. Depending on your personal and financial goals, you can choose the route that best fits your long-term plans for European residency or citizenship.
5. Grenada passport: visa-free or visa-on-arrival access to 147 destinations, now valid for 10 years (updated June 19, 2025)
Since July 1, 2024, Grenada passports issued to holders aged 18 and over have been valid for 10 years, adding value for investors who obtain citizenship through the investment program. It is a notable development as Grenada grows in popularity as a destination for second citizenship.
The Grenada passport offers visa-free or visa-on-arrival access to 147 destinations, including the United Kingdom (stays of up to 6 months), the Schengen Area (29 countries, up to 90 days in any 180-day period), China, South Korea, Russia, and the UAE. Notably, Grenada is the only Caribbean citizenship by investment country that has an E-2 treaty with the United States, allowing its citizens to apply for a U.S. E-2 investor visa after 3 years of domicile in Grenada.
The Grenada citizenship by investment program has no residence, work experience, or language requirements, and processing typically takes 10–12 months. There are two investment routes: a contribution from US$235,000, or an investment in government-approved real estate from US$270,000.
