Optimizing an International Portfolio: EU Golden Visa Real Estate Investment and a Potential Pathway to EU Citizenship from €250,000
March 18, 2026 · Europe · 17 min read
Residency in Europe is a strategic choice for many international investors seeking a stable living environment and future opportunities for their families. Through EU golden visa real estate investment and the broader range of European residence and permanent residence programs, investors can secure residence rights with an investment starting from around €250,000 (approximately US$281,000). This investment gives you the right to live in the host country and, where that country is part of the Schengen Area, to travel freely within it; depending on each country’s policies, it can also open a pathway toward EU citizenship.

Benefits of European residence or permanent residence
Many investors aim for stable, long-term residency for the whole family. Lawful residence gives family members access to Europe’s education systems, living environment, and social services.
Holders of a residence permit issued by a Schengen country can travel within the Schengen Area for short stays without applying for a separate visa for each trip. After a period of residence and meeting the applicable conditions, residents may apply for permanent residence (PR) or move toward citizenship. Residency by investment programs can therefore serve as the first step in a long-term strategy for your assets and your family’s base in Europe.
Benefits of owning European real estate
For many investors, real estate is more than a purely financial investment. When tied to a European residence or permanent residence program, property also becomes a foundation for building an asset base, residence rights, and a long-term family plan at the same time.
- Diversify your portfolio and preserve wealth in a hard currency such as the euro.
- Generate potential euro-denominated passive income from rental cash flow that can help protect the value of your capital against inflation.
- Invest in the next generation: a home base and an international education.
- Build a “Plan B” and keep more options open for the future.
- Enjoy vacations and plan for retirement in countries with a high quality of life (climate, infrastructure, reasonable cost of living).
- Expand your business into new markets, set up companies, and trade internationally, creating value beyond a pure real estate investment.
European real estate: a potential pathway to EU citizenship from €250,000
Real estate is a popular investment route because it is a tangible asset that also opens the door to European residency. Note that investing in real estate does not grant citizenship immediately. Investors first receive temporary or permanent residence, and may then move toward citizenship if they meet each country’s residence requirements.
Greece
The Greece Golden Visa allows foreign investors to obtain residence through real estate investment starting at €250,000. Among Europe’s residence and permanent residence by investment programs, it is currently one of the lowest-cost routes.
- The property purchase can be completed remotely from your country of residence.
- Once the certificate of application (the “blue paper”) is issued, you travel to Greece to provide biometrics and complete the residence permit application.
- The residence permit is renewable every 5 years, with no minimum stay requirement.
- No upper age limit; no education, interview, work experience, or language requirements.
You may apply for Greek citizenship after at least 7 years of continuous residence, provided you can demonstrate integration into Greek society, meet the language requirements, and provide a police clearance certificate.

Cyprus
An EU member state in the eastern Mediterranean, strategically located at the crossroads of Europe, Asia, and Africa, the Republic of Cyprus allows investors and their families to obtain Cyprus permanent residence directly through real estate investment starting at €300,000 (approximately US$338,000).
- Transparent business environment.
- Corporate tax rate of 12.5%, among the lowest in Europe.
- No minimum stay requirement: you only need to visit Cyprus once every 2 years.
- No inheritance tax, and holding residence does not in itself make you taxable on worldwide income.
- No upper age limit; no interview or language requirements.
- Dual citizenship permitted.
After meeting the residence conditions, providing a police clearance certificate, and maintaining the investment as required, investors may apply for Cypriot naturalization.

Malta
The Malta Permanent Residence Programme (MPRP) allows investors and their families to obtain permanent residence directly, rather than renewing in stages as in many other countries. Malta is the only country that is a member of the EU, the Schengen Area, and the eurozone while also using English in its administration and education system.
- Up to 4 generations can be included in one application. No additional contribution is required for a spouse and minor children.
- No minimum stay requirement.
- No upper age limit, and no education, work experience, or English language requirements.
- You make the investment only after your application receives approval in principle.
After living in Malta long-term and meeting the legal requirements, investors may move toward citizenship through the statutory naturalization process.

European residence and permanent residence programs through investment funds and endowments
Ireland
Ireland’s Immigrant Investor Programme (IIP) offered residence through a €400,000 (approximately US$450,000) endowment to public benefit projects.
*Although the program stopped accepting new applications on February 15, 2023, the Irish Government still allows public benefit projects that met the legal conditions before the program closed to continue raising their remaining endowment places to complete their funding targets.*
- The endowment is made only after your application is approved by the Irish Government.
- No education or English language requirements.
- Processing takes approximately 18 months, and you only need to travel to Ireland to collect your residence permit.
After 5 years of residence in Ireland, you may apply for naturalization without first obtaining permanent residence. With Irish citizenship, you can live and work freely in all 27 EU member states and in the United Kingdom.

Portugal
Investors can access the Portugal Golden Visa through an investment of €500,000 (approximately US$563,000) in a qualifying investment fund.
- Low minimum stay requirement: 14 days in each 2-year period.
- No age limit for dependent children.
- No upper age limit for the main applicant, no interview, and no education or management experience requirements.
- Notably, a same-sex spouse can be included in the main applicant’s application.
Portugal offers a defined pathway to citizenship after the required period of residence, with relatively flexible physical presence requirements.

Expert recommendations
Many residency by investment programs in Europe are designed to attract international capital, but each country builds its own policy structure, investment conditions, and residency pathway. Choosing the right program therefore depends not only on the initial investment amount, but also on factors such as citizenship goals, where your family plans to live, your asset strategy, and your children’s education.
Real estate investment from approximately €250,000 can open the door to European residency, creating a foundation from which investors may progress step by step toward permanent residence and citizenship if they meet each country’s requirements. These programs, however, are adjusted frequently, and the opportunity to participate can change from one policy period to the next.
Approaching residency by investment programs should therefore be treated as a long-term strategic decision rather than a single investment transaction. Investors should weigh three factors together: the legal basis of the program, the investment structure, and the residency-to-citizenship pathway.
