Latvia is a flexible, cost-efficient option on Europe’s investment migration map in 2025. A member of the EU, the Schengen Area, and the eurozone, the country uses the Latvia residence permit by investment program to attract foreign direct investment (FDI) and skilled professionals under its economic development strategy through 2029.

While Southern European countries have been tightening their requirements, Latvia has kept a diverse range of investment routes with different risk and return profiles:

  • Share capital investment in a Latvian company: from €50,000 (approximately US$56,000).
  • Real estate: €250,000 (approximately US$280,000). 250.000 EUR.
  • Interest-free government bonds: €250,000. 250.000 EUR.
  • Subordinated bank deposit: €280,000 (approximately US$314,000). 280.000 EUR.

Each pathway leads to a 5-year temporary residence permit (TRP), with the physical card renewed annually and, notably, no minimum stay requirement.

Why Latvia is an attractive residency destination

The program is designed as an economic tool to channel capital and technology into priority sectors such as ICT, biomedicine, green technology, and energy. A stable policy framework, with a target of €32 billion in cumulative FDI by 2029, gives investors a reliable foundation.

Practical benefits:

  • Right of residence: Live, work, and do business in Latvia, and enroll your children in public schools through the end of secondary education.
  • Mobility: Visa-free travel within the Schengen Area.
  • Fast processing: The review process typically takes only 1–3 months, which suits contingency (“Plan B”) planning.
  • Flexibility: There is no minimum number of days you must spend in Latvia to maintain the TRP, so you can manage your assets and business on your own schedule.

A closer look at Latvia's golden visa investment options

Rather than focusing only on the minimum investment threshold, investors should budget on the basis of total cost of ownership.

1. Share capital investment in a Latvian company

This route has the lowest capital threshold but demands the most operational due diligence.

  • Investment amount:* Small enterprises (fewer than 50 employees, revenue under €10 million): minimum50.000 EUR.
    • Larger companies: minimum €100,000. 100.000 EUR.
  • Government fee: €10,000 (paid after approval in principle).
  • Key condition: The company receiving the investment must pay at least €40,000 in taxes per year for the TRP to be maintained.
  • Holding period: Maintain the investment for the full 5 years.

2. Real estate

A route backed by tangible assets, with the potential to generate rental income.

  • Investment amount:Minimum250.000 EUR(agricultural and forest land do not qualify).
  • Government fee: 5% of the property value.
  • Location rules: In Riga or Jurmala, the investment must be a single property with a cadastral value of at least €80,000. Elsewhere, up to two properties may be combined.
  • Other costs: Land registry duty of around 2%, plus notary fees and legal costs.

3. Interest-free government bonds

With capital preservation features, this route suits applicants who prioritize a straightforward application process.

  • Investment amount: 250.000 EUR.
  • Government fee: €38,000 (non-refundable).
  • Return of capital: 100% of the principal is repaid after 5 years, with no interest.

4. Subordinated deposit with a Latvian bank

This route combines a fixed-term placement with the potential to earn interest.

  • Investment amount:€280,000, with a minimum term of 5 years.
  • Government fee: €25,000.
  • Returns: Interest may be payable on negotiated terms; carry out due diligence on the contract terms before committing.

Residence and citizenship pathway: getting PR in Latvia

Investors should distinguish clearly between flexible temporary residence and the actual, physical residence that naturalization requires, and plan accordingly.

  • Permanent residence (PR): After 5 years on a TRP, you must have actually lived in Latvia for 4 of those 5 years (with absences of no more than 6 consecutive months or 10 months in total), hold an A2-level Latvian language certificate, and demonstrate knowledge of Latvian history and culture.
  • Citizenship: Generally after 10 years of lawful residence. Latvia allows dual citizenship for citizens of certain countries; in other cases, applicants usually must renounce their original citizenship.

Choosing a route: recommendations for investors

  2. If you plan to expand a business in the EU: Share capital investment can be an effective choice if you have the operational capacity and have conducted thorough due diligence on the €40,000-per-year tax requirement.

  4. If citizenship is your goal: Plan to live in Latvia in practice and start learning Latvian early so that your years of residence count toward naturalization.

Proof of financial means: In addition to the investment, you must show income or assets sufficient to cover living costs (2025 reference figures): €26,640 per year for the main applicant, €8,880 for a spouse, and €2,664 per child.
