St. Kitts Dependent Age Limit Rises to 30 as Education Requirement Is Dropped

The government has now announced a series of major reforms to its St. Kitts & Nevis citizenship by investment program, including raising the St. Kitts dependent age limit. A new direction for the world’s longest-established CBI program

St. Kitts & Nevis launched the world’s first Citizenship by Investment (CBI) program in 1984 and set the benchmark for the industry. For more than 40 years, the program has maintained rigorous due diligence standards and operated with consistent stability.

However, competition across the Caribbean and changing family structures have pushed St. Kitts & Nevis to introduce substantial reforms to maintain its leading position. According to an announcement from the Citizenship by Investment Unit (CIU), 2 key changes will formally apply from September 2025:

  • The maximum age for dependent children rises from 25 to 30.
  • The requirement that dependent children be in full-time education is removed.

This is a structural policy shift: investors can include adult children in their application without any education requirement, giving families significantly more flexibility in passport planning for the whole family.

Key policy changes and their legal significance

1. Dependent age limit raised from 25 to 30

Under the new rules, unmarried children aged 18–30 who are substantially financially dependent on the main applicant will be eligible for inclusion in the citizenship application. The application must be submitted before the dependent’s 30th birthday.

2. Full-time education requirement removed

Previously, adult children had to prove enrollment at a recognized educational institution. This requirement has now been removed. Instead, applicants need only demonstrate that the child remains financially dependent, for example through bank statements, remittance records or a letter of support from the parents.

3. Conditions for other dependents unchanged

Requirements for other dependents remain unchanged, including children under 18, adult children with disabilities, and parents aged 55 and over who live with and are financially dependent on the main applicant.

These changes were announced by the Citizenship by Investment Unit (CIU) and are expected to take effect in the coming weeks. The timing is significant, as St. Kitts & Nevis prepares for the launch of the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) in September 2025.

In many families, children who have finished their schooling are still financially dependent, whether they are launching a business, working part-time or following a non-traditional educational path. The “full-time education” requirement had become outdated and created unnecessary obstacles.

Other Caribbean countries, such as Dominica, Antigua & Barbuda and Grenada, are also moving to broaden the range of eligible dependents. With its long track record, St. Kitts & Nevis needs to adapt more decisively to retain its pioneering role.

He emphasized that removing the full-time education requirement and raising the dependent age limit gives modern families greater flexibility while keeping a clear due diligence framework in place.
