Canada Startup Visa Designated Organizations: Their Role in the Program
August 30, 2024 · Start-up Visa · 7 min read
One of the prerequisites for Canada’s Start-up Visa program, a direct pathway to Canadian permanent residence, is a letter of support from a designated organization. So who are the Canada Startup Visa designated organizations, and what role do they play in the program’s review process?
Canada has long been known as an attractive place for investors from around the world to settle. The Start-up Visa (SUV) program is one of its strategic immigration initiatives, designed to attract entrepreneurial talent and high-potential start-ups to Canada and, in turn, drive the country’s economic growth and innovation. Designated organizations are essential to the program’s effectiveness: they help ensure that start-up ideas are not only promising but also viable in practice.

What is a Start-up Visa designated organization?
Under the Start-up Visa program, designated organizations are entities that assess and support the business ideas or start-up projects of applicants who wish to immigrate to Canada. They fall into three main groups:
- Venture capital funds
- Angel investor groups
- Business incubators
These organizations are recognized and designated by the Government of Canada after a rigorous vetting process, which ensures they have the capacity to assess and support promising start-ups. If it agrees to support a start-up, a designated organization issues a letter of support (LOS) for that business. Start-up Visa applicants must obtain a letter of support from a designated organization before they can submit an application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).
The role of designated organizations in the Start-up Visa program
Before agreeing to issue a letter of support for a start-up, a designated organization carries out detailed due diligence. As the first party to vouch for the business, it not only looks at the feasibility of the business idea but also takes a comprehensive view of the start-up’s growth potential and its ability to contribute to the Canadian economy, such as creating jobs for Canadians, scaling up and competing globally. This process is intended to ensure that only start-ups with genuine potential receive support under the program.
Each type of designated organization commits a different level of financial support to the start-up it selects. A venture capital fund must commit to investing at least C$200,000 in the start-up; for an angel investor group, the figure is C$75,000. A business incubator has no financial support requirement, but the start-up’s team members must complete the Global Start-up Accelerator (GSA) training course. Beyond investing in the start-up, designated organizations also act as partners, advising and supporting the company as it develops its idea and refines its business model so that it makes meaningful progress.
How do you obtain a Start-up Visa letter of support from a designated organization?
Clearly, a letter of support from a designated organization is the most important element of a Start-up Visa application. Yet developing an innovative start-up idea that suits the Canadian market is not easy, and designated organizations naturally apply their own criteria when assessing and selecting start-up projects.
This is undoubtedly a major challenge for investors seeking to immigrate to Canada through the Start-up Visa. On their own, individual investors will find it very difficult to know what each designated organization looks for in a start-up.
Drawing on hands-on experience working with designated organizations, IMM Group and its partners understand these expectations well. IMM Group’s SUV support package, starting at approximately US$166,000, helps investors refine their start-up idea so that it meets the program’s requirements, improving their prospects of success and opening a smoother path to Canadian permanent residence.
