On December 19, 2025, Immigration, Refugees and Citizenship Canada (IRCC) issued an official notice that it would stop accepting new applications to the Start-up Visa (SUV) program. With the Canada Startup Visa closed to new applications, IRCC aims to address the application backlog and prepare for a new federal entrepreneur program expected to launch in 2026.

According to IRCC’s announcement, the key changes to Start-up Visa intake are as follows:

  • As of December 19, 2025, the date the notice took effect, IRCC no longer accepts new applications for the Start-up Visa optional open work permit. The only exception is for applicants already in Canada who are applying to extend their existing SUV work permit.
  • As of January 1, 2026, Canada no longer accepts new SUV applications.
  • Applicants who received a letter of support (LOS) or a commitment certificate in 2025 may still complete and submit their application for permanent residence (PR). The deadline for this group is June 30, 2026.
  • Applications submitted before the notice took effect are not affected and will continue to be processed under IRCC’s existing procedures.

The decision marks a temporary end to one of Canada’s most popular entrepreneur immigration programs of recent years, while paving the way for new models that are more selective and focused on genuine business activity going forward.

Why did Canada pause the Start-up Visa program?

Canada’s pause of the Start-up Visa program was not a sudden decision but the result of a policy adjustment anticipated in the government’s medium- and long-term immigration planning. According to IRCC, the move is part of a roadmap toward a new, more selective entrepreneur pilot program, with details expected to be announced in 2026.

For years, the SUV was regarded as one of Canada’s most open immigration programs. That openness, however, allowed application volumes to grow faster than IRCC could process them, a problem that was especially acute among business immigration programs. According to IRCC data updated in 2025, more than 43,000 SUV applications were awaiting a decision, while the annual admissions target from 2026 is just 1,000. As a result, Start-up Visa processing times have stretched to unprecedented lengths and may now approach 10 years.

Facing a growing backlog, IRCC has had to rein in new intake while prioritizing applications already in the queue. Pausing new applications and halting new SUV work permits are seen as necessary steps to avoid pushing more files into an already overloaded system.

Closing the current SUV program frees up resources to prepare for the new entrepreneur pilot. It also reflects the broader direction of Canada’s immigration policy, which increasingly prioritizes quality, viability, and long-term value creation over high-volume intake.
