2025 brings significant changes to Canada’s Start-up Visa (SUV) Program, creating both opportunities and challenges for international entrepreneurs who want to settle in Canada through business immigration. Sharply lower admissions targets affecting the Start-up Visa

Under the 2025–2027 Immigration Levels Plan, released in early November, the Government of Canada set a course of gradually lowering immigration levels to keep population growth sustainable while supporting economic development and easing pressure on social services.

Specifically, Canada will phase down its planned permanent resident (PR) admissions over the next 3 years. From 500,000 per year under the 2024–2026 plan, the target falls to 395,000 in 2025, then to 380,000 in 2026 and 365,000 in 2027.

This adjustment directly affects programs that lead straight to permanent residence, such as the Start-up Visa, as PR admissions fall significantly in the years ahead. Total PR admissions for the Federal Business category (which includes the Start-up Visa and the Self-Employed Persons Program) will drop from 7,000 to 3,000 in 2025, and further to just 2,000 a year in 2026 and 2027.

Industry experts see this adjustment as a strategic shift in Canada’s immigration policy, away from expanding volume and toward quality, with the aim of delivering a more positive impact on the national economy.

A cap on applications supported by each designated organization

Since April 30, 2024, each designated organization in the SUV program may issue no more than 10 Letters of Support per year. The aim is to safeguard the quality of start-up projects and raise the level of competition among applicants.

When a project is assessed as having sufficient potential and a good fit, the designated organization issues a Letter of Support (LOS) to the start-up. This document is mandatory: applicants can file a permanent residence (PR) application with Immigration, Refugees and Citizenship Canada (IRCC) only once they hold a valid Letter of Support from a designated organization.

Capping the number of Letters of Support makes the selection of start-up projects more competitive. Projects must now meet a higher bar for innovation, quality, and strategic vision, and investors need to show clearly the economic benefits the project will bring to Canada.

Priority for projects backed by Canadian capital

The Government of Canada gives priority processing to start-up applications backed by Canadian capital or by a business incubator that is a member of Canada’s Tech Network, covering both applications filed before April 30, 2024, and new submissions. The goal is to advance projects with the potential to contribute directly to the Canadian economy.

Update on the open work permit

Since October 3, 2024, essential persons in a start-up team may apply for an open work permit valid for up to 3 years. This allows entrepreneurs and their families to move to Canada earlier to build the business and settle in (accompanying dependent family members may also come early with the principal applicant). Beyond running the start-up, applicants may also work for other employers to supplement their income, rather than being restricted to working only for their own start-up as before.

The open work permit gives investors flexibility to supplement their income and grow the business. To qualify, however, investors must clearly demonstrate their role in the project and its economic benefit to Canada.

Benefits of immigrating to Canada through the Start-up Visa

The Start-up Visa is currently the only Canadian business immigration program that allows investors to obtain permanent residence (PR) directly for the whole family. As Canadian permanent residents, investors and their families have access to public healthcare and education on terms broadly comparable to those of Canadian citizens, which can substantially reduce the cost of children’s education each year.

The following advantages also make the SUV a Canadian business immigration option well worth considering in 2025:

  • Permanent residence (PR) is granted directly, without the temporary residence stage that other programs require.
  • You and your family may live in any province or territory in Canada (except Quebec).
  • Your whole family may access healthcare, social security, and education benefits broadly comparable to those of Canadian citizens, subject to local eligibility rules (voting rights excluded).
  • Your children may attend public school free of charge through high school. At university, tuition is roughly two-thirds lower than international student rates.
  • After at least 3 years, permanent residents may apply for Canadian citizenship. The Canadian passport, ranked 7th in the world, offers visa-free or visa-on-arrival access to more than 185 destinations.

Canada Start-up Visa eligibility requirements

The Start-up Visa is designed for entrepreneurs and investors who come to Canada to launch innovative, disruptive businesses with the potential to deliver economic benefits to Canada. Program requirements include:

  • English language proficiency at IELTS 5.0 (General Training) or equivalent.
  • An innovative, disruptive start-up idea with the potential to deliver economic benefits to Canada, supported by a designated organization.
  • The investor, together with the designated organization, must hold more than 50% of the voting rights in the start-up.
  • Sufficient settlement funds to support your family on arrival (for example, C$27,297 for a family of four).

The program is open not only to investors with business and management experience but also to international students and recent graduates with work or internship experience, or with research projects completed during their studies.

Processing times for Start-up Visa (SUV) applications currently run about 3 years. While the application is pending, however, investors may apply for a work permit and move to Canada early, within about 6 months.
