Canadian permanent residence brings more than the right to settle in Canada long term: it also comes with a wide range of Canada PR benefits. Several Canadian immigration programs lead to permanent residence, and the right option depends on your financial resources, background, professional qualifications, or family ties.

What is a Canadian permanent resident?

A Canadian permanent resident is someone from another country who has immigrated to Canada and has been granted the right to live in Canada permanently by the Government of Canada. The permanent resident card, or “PR card,” is proof of this status. People who live in Canada only temporarily, such as international students or foreign workers, are not permanent residents. Canadian permanent residents enjoy rights similar to those of Canadian citizens, but they cannot vote or run for political office. After a certain period, permanent residents may apply for Canadian citizenship if they meet all government requirements.

A PR card is usually valid for 5 years, and you must be physically present in Canada for at least 730 days within that 5-year period to maintain your permanent resident status. An expired PR card does not mean you have lost your permanent resident status. However, you should make sure your PR card is valid when you return to Canada from abroad, and apply for a new card when your current one expires.

Canada permanent resident benefits

  • Freedom to live, study, and work: Permanent residents can live, work, and study in any Canadian province or territory without a work permit or study permit. You can work for any employer in Canada without employer sponsorship. There are no restrictions on your occupation or working hours, and you can apply for jobs open only to Canadian citizens and permanent residents.
  • Freedom to travel in and out of Canada: As a permanent resident, you have the right to enter Canada and can come and go without the visa formalities that apply to visitors. To keep re-entry smooth, make sure your PR card remains valid.
  • The right to apply for Canadian citizenship: Once you have been physically present in Canada for at least 3 years within a 5-year period after receiving your PR card, you can apply for Canadian citizenship. Naturalization is optional, and you can remain a permanent resident if you prefer. Canada allows dual citizenship, so whether you can keep your current nationality depends on the laws of your home country.
  • Universal public health care: Permanent residents can enroll in the public health insurance plan of their province or territory, which covers medically necessary care with no direct charge for insured services.
  • Education benefits: Permanent residents can attend public elementary and secondary schools free of charge and pay significantly reduced tuition at Canadian universities and colleges, roughly one-third of what international students pay. Canadian permanent residents can also apply for government financial aid and education support.
  • Social benefits: Permanent residents can access social programs such as Employment Insurance, family benefits, and retirement pensions, provided they meet the eligibility requirements.
  • The right to sponsor family members: Permanent residents can sponsor a spouse and dependent children under 22 who do not have a spouse or common-law partner, so the family can reunite in Canada. Even if the sponsor passes away, sponsored family members who have already become permanent residents keep their status and their permanent resident card.
  • Rights under Canadian law: Permanent residents enjoy most of the rights available under Canadian law, except the right to vote, which is reserved for Canadian citizens. You can still take part in political campaigns and contribute to the community where you live. You are also protected by Canadian law and the Canadian Charter of Rights and Freedoms. These rights come with obligations: paying your taxes in full and complying with federal, provincial, and municipal laws in Canada.

Investor immigration programs leading to Canadian permanent residence

Canada’s business and investor immigration programs suit many applicants who are entrepreneurs, investors, business owners, or senior managers, because the program requirements align with their professional qualifications, management experience, background, financial capacity, and settlement goals. Two programs in particular have drawn strong interest from investors for their accessible investment levels and requirements, as well as the benefits they offer:

  • The Start-up Visa Program: a direct path to permanent residence through developing an innovative business idea in Canada.

  • Provincial entrepreneur streams under the Provincial Nominee Program (PNP): establish or acquire and run a business in a province. After a period of temporary residence and meeting the business requirements, you may be nominated by the province and then apply for permanent residence.
