Global Wealth Migration: Why Investors Are Moving to Singapore
December 11, 2025 · Singapore · 18 min read
In recent years, global investors—particularly ultra-high-net-worth individuals—have increasingly favored Singapore as a strategic destination. Safeguarding wealth, diversifying investments, and expanding international operations sit at the heart of why investors are moving to Singapore.
This trend is not limited to the West. Across Southeast Asia, the number of entrepreneurs, business owners, and high-net-worth individuals (HNWIs) from Vietnam seeking access to Singapore is rising sharply.

Global Wealth Migration: Why Investors Are Moving to Singapore
Why investors are moving to Singapore: 5 years of migration data
Over the past 5 years, the world has seen an unprecedented wave of wealth migration. The ultra-wealthy are not only changing their country of residence but also relocating assets, companies, and investment management activities to more secure jurisdictions.
In 2025, some 142,000 millionaires are projected to relocate abroad—the highest figure on record, well above the levels of 2023 (120,000) and 2024 (128,000).
Throughout this shift, Singapore has consistently ranked among the top three destinations, with a projected net inflow of around 1,600 HNWIs in 2025. Although this is down from the 2024 peak of 3,400, it still reflects the city-state’s enduring appeal amid global volatility.
Notably, the flow into Singapore comes not only from developed economies but also from within the region, including China, India, Indonesia, and Vietnam.
Beyond individuals, family offices—structures that manage wealth for ultra-high-net-worth families—are also moving to Singapore. From around 400 in 2018, Singapore was home to more than 2,000 family offices formally operating by 2024.
Singapore compared with Hong Kong, Dubai, and London
Investors’ preference for Singapore is not a passing trend. It reflects a careful comparison among the world’s leading financial centers—long the traditional destinations of the ultra-wealthy.
Hong Kong: an eroding position amid political risk
Once one of Asia’s most attractive financial centers, Hong Kong has gradually lost ground following prolonged political turbulence and legal changes. This uncertainty has made investors wary of capital controls, heightened asset scrutiny, and possible state intervention.
Data from UNCTAD 2025 shows that FDI inflows into China and Hong Kong fell by more than 29% in 2024. Meanwhile, FDI into ASEAN—led by Singapore—rose 10%, pointing to a redirection of capital.
Dubai: attractive tax regime, but less financial depth
Dubai stands out for its favorable tax policies and flexible residency programs. However, in terms of financial ecosystem, wealth management services, and legal certainty, Dubai has yet to reach the level that long-term investors require.
Singapore, by contrast, has clear advantages in its global banking network, its common law legal framework, its asset protection, and its transparent dispute resolution.
London: traditional appeal is fading
After Brexit, a series of changes to tax and residency policy, together with political instability, have gradually eroded London’s appeal to international investors. Meanwhile, a high cost of living, strict capital controls, and pressure from tax authorities have pushed the ultra-wealthy toward more “asset-friendly” markets.
With a comparable legal system, proximity to Asia, and more flexible tax policies, Singapore has become a more practical alternative to London for many investors from Southeast Asia.
The impact of global political and economic uncertainty
The 2020–2025 period was marked by major upheaval: the COVID-19 pandemic, geopolitical conflict, global inflation, supply chain disruptions, and tighter monetary policy in major economies.
At the same time, Western governments are tightening asset scrutiny, raising wealth taxes, and strengthening anti-money-laundering (AML) and KYC rules. These moves have heightened perceptions of risk and uncertainty among large asset holders.
As a result, HNWIs are prioritizing markets with:
- A neutral, stable political environment
- A legal system that clearly protects property rights
- A strong international financial network
- Strong protection of financial privacy
Singapore meets nearly all of these criteria. The city-state also stays out of major geopolitical blocs and maintains a balanced foreign policy, adding a further layer of protection for the personal wealth of international investors.
Singapore as Asia’s “wealth hub”
The term “wealth hub” encompasses not only banks but also the legal framework, tax policy, investment ecosystem, and supporting financial services.
Strong growth in family offices
As of 2024, Singapore had more than 2,000 single family offices—a 5-fold increase in just 6 years. This reflects the long-term confidence of the global ultra-wealthy in Singapore, both for asset protection and for intergenerational succession planning.
Investor-friendly laws and strong property rights protection
Singapore applies a common law system, comparable to that of the UK, Canada, and Hong Kong, and is regarded as an ideal legal framework for handling cross-border assets, resolving disputes, and protecting ownership.
In particular, Singapore does not levy a wealth tax or estate duty, and generally does not tax individuals’ capital gains—three factors of critical importance to long-term investors.
International banking and investment network
Most of the world’s major banks have a presence in Singapore. Private banking, investment funds, legal advisory services, and wealth management operate to the highest standards.
Singapore is also a magnet for FDI and global investment funds, giving individual investors access to U.S. and European markets and Asian venture funds from a single platform.
Investment and wealth management opportunities in Singapore
For investors, Singapore is not only a safe haven for wealth but also a solid platform to:
- Establish global corporate ownership structures
- Invest across multiple countries
- Preserve wealth across generations
Setting up a family office or holding company
Establishing a family office allows investors with substantial wealth (typically above US$5–10 million) to manage their assets, implement investment and succession strategies, and access international markets through reputable banks in Singapore.
Many investors also choose to set up a holding company in Singapore to invest in subsidiaries across multiple countries, which offers flexibility in legal structure, tax, and profit distribution.
Financial and real estate investment
From Singapore, investors can access hundreds of international funds and sophisticated financial products, or use banking platforms there to invest in the U.S., European, and Japanese markets.
Real estate in Singapore is restricted for foreign buyers, but investors can gain indirect exposure through listed real estate investment trusts (REITs).
Setting up a business or international headquarters
Singapore is an ideal location for a regional headquarters for startups expanding into ASEAN, or for raising capital from international funds. A fast incorporation process, competitive tax rates, and a transparent legal environment significantly lower the barriers for entrepreneurs.
Citizenship and source-of-funds considerations
One point deserves particular attention: some countries do not recognize dual citizenship, even if they do not prohibit their citizens from holding a second nationality. Your home country’s nationality rules can affect long-term plans for residency, investment, and wealth management in Singapore, especially if you intend to apply for permanent residence or citizenship there.
In addition, any form of investment in Singapore now requires documentation proving a transparent source of funds (proof of wealth and source of funds) under international standards (FATF, AML, KYC). Investors should therefore prepare financial statements, transaction histories, income records, and similar documents well in advance, before approaching banks or setting up a family office in Singapore.
Singapore is not only a leading financial destination but is becoming a strategic center for managing, protecting, and growing global wealth. For investors—particularly entrepreneurs and high-net-worth individuals—Singapore offers a rare combination: political stability, a trusted legal environment, a comprehensive investment ecosystem, and strong global connectivity.
Moving wealth across borders, however, is not a simple step. It requires deep legal understanding, a clear plan, and careful preparation of documentation, especially as capital controls tighten and global financial transparency requirements increase.
