The project is also finalizing the remaining procedures with the city authorities to obtain a temporary certificate of occupancy (TCO). At this pace, the project is moving closer to its target of opening in Q1 2025.

USCIS has approved the Form I-956F, Application for Approval of an Investment in a Commercial Enterprise, filed for the Whisky Hotel project, confirming that the project meets the requirements of the EB-5 program.
As of the date of this article, construction is more than 95% complete and the hotel is expected to open in Q1 2025. The jobs created have already moved well beyond the 200 qualifying jobs required for the project’s 20 EB-5 investors — a buffer that bears on one of the conditions each investor must evidence to obtain a permanent green card when filing Form I-829, Petition by Investor to Remove Conditions on Permanent Resident Status, alongside the requirement to have sustained the investment.
The project’s current value also exceeds the combined bank and EB-5 debt. The EB-5 capital is secured by the hotel together with a further property owned by the developer. The project also sits close to venues for the 2026 World Cup and the 2028 Olympics, which the developer points to in assessing the hotel’s commercial prospects. On that basis, raising new capital or selling the project in order to repay the EB-5 capital at maturity is presented as a feasible route, although, as with any EB-5 investment, repayment is not guaranteed.
