What Was the RAISE Act, the Immigration Bill President Donald Trump Once Supported?<\/h1>\n

After President Trump was re-elected in November 2024, the RAISE Act again drew attention from people exploring a U.S. green card, including investors considering the EB-5 immigrant investor program.<\/p>\n

During his first term, Donald Trump repeatedly said that reforming the U.S. immigration system was a priority, both to protect American workers and to strengthen national security. In 2017, Senators Tom Cotton and David Perdue introduced the RAISE Act, first in February as the Reforming American Immigration for Strong Employment Act and again in August as the Reforming American Immigration for a Strong Economy Act. President Trump endorsed the bill, but it was never passed by Congress.<\/strong><\/p>\n

What the RAISE Act proposed (2017)<\/strong><\/h2>\n

For more than 25 years, the United States has admitted an average of 1 million immigrants a year. Only 1 in 15 of them, however, arrived through skilled employment categories; the rest were largely low-skilled or unskilled workers. According to the bill’s sponsors, that inflow placed downward pressure on wages, affecting lower-skilled American workers in particular. The RAISE Act therefore set out to reduce legal immigration to the United States and to change how visas are awarded, giving priority to applicants with higher qualifications, professional skills, and the capacity to contribute to the economy. Had it passed, it would have been the most far-reaching overhaul of the U.S. immigration system in half a century.<\/p>\n

Cutting the number of legal immigrant visas<\/strong><\/h4>\n

The bill aimed to reduce legal immigration from roughly 1 million people a year to 500,000 a year over 10 years.<\/p>\n
